Summary
The Marketing
Manager oversees the development and implementation of the
agency's marketing and advertising program to promote CATS,
its services, and its positive impact on the larger region. This role will also focus on fostering
ridership growth. The Manager will develop marketing strategy, manage
the agency brand, be a service provider to internal and external
clients, execute cost-effective creative and customer-focused marketing
programs and products, attract and sustain ridership markets, and create a
focused, regional message that builds CATS's reputation and overall perception
of public transportation in the region.
The position
reports to the Marketing and Communications Director, working in partnership
with fellow managers overseeing Business Partnerships and Communications. Within
the Marketing Department, the functional areas include marketing campaign
coordination inclusive of media planning, brand management, graphic design,
print production and signage distribution.
Major Duties and Responsibilities
- Supervises the
Marketing Department staff to include prioritizing and assigning work,
conducting performance evaluations, ensuring staff are coached and trained, and
staff recommendations.
- Develops
marketing strategies that align with the agency and region's goals; maximizes
budget resources and creates customer awareness and loyalty.
- Works to enhance
the rider experience through marketing activities; conducts market research to
inform priorities.
- Builds up the CATS
brand and community perception across all agency campaigns; maintains the CATS
Identity and Graphics Standards.
- Employs all
aspects of strategic integrated marketing to create comprehensive, effective
campaigns promoting the agency, its services and to educate and attract/retain
new markets; stays current and utilizes new marketing and industry best
practices and trends.
- Manages the marketing/advertising
agencies of record to support the CATS marketing effort specific to agency
initiatives and helping to secure ongoing support, ridership, and funding for
public transportation.
- Directs and
effectively manages various vendors, including printers, market research firms,
advertising firms, and companies to support marketing activities. Works closely
with the Procurement Department to solicit, award, and manage these
contracts.
- Serves as a
creative resource for internal and external stakeholders.
- Guides
marketing-related research including market segmentation studies; analyzes such
research and implements solutions to issues and problems, including
cost/benefit analysis of annual marketing campaigns.
- Provides oversight of business development and advertising
sales efforts that generate revenue for CATS. This includes but is not limited
to managing contracted transit vehicle advertising, bus/rail station
advertising, and printed collateral advertising.
- Administers and
manages the marketing budget; makes recommendations and forecasts for future
funds needed for special initiatives/campaigns, resources and/or equipment;
seeks innovation and feedback as budget is developed.
- Develops, manages, coordinates, and implements customer
events to promote ridership, retention, and awareness of CATS services;
participates in regional events and activities. Such events and activities, and
associated duties, can occur on varying days of week and times of day including
after-hours, weekends, and holidays.
- Prepares and presents
written and oral reports to CATS leadership, MTC, key stakeholder and community
groups, and, as needed, the public.
- Performs other
duties of similar nature and level as assigned.
- As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.

Preferred Qualification
Two years of supervisory experience preferred.
Minimum Qualifications
- High school graduate with seven (7) years of relevant work
experience OR 2yr college degree with five (5) years of relevant work
experience OR Bachelor’s level degree in Business Administration,
Marketing, Communications, or a related field with three (3) years of
relevant experience OR Master’s level degree with one (1) year of relevant
work experience.
