DESCRIPTION
Under administrative direction, to plan, organize and direct the accounting, clerk-recorder, revenue recovery, budget and related operations of the County Auditor-Agency; and to do related work as required.

DISTINGUISHING FEATURES

This unique class is located in the Auditor-Agency and reports to the Auditor-Controller/Clerk-Recorder. It is responsible for management of a wide range of specialized accounting, revenue recovery and clerk-recorder activities, including: County-wide budget and accounting services, grants fiscal administration, and the County payroll system; collection of debts owed to the County; and the recording of public documents and performance of non-court related County Clerk functions. This classification differs from the next lower class of Division Chief, Auditor in that the latter does not have direct policy control over assigned program responsibilities or multiple divisions in the Auditor’s Agency.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by the employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, organizes and directs the accounting and budgeting operations of the Auditor- Agency; coordinates, and controls County payroll operations and fiscal services provided under various grants and joint-powers agreements; directs the revenue recovery and clerk-recorder functions and activities.

2. Directs the preparation, analysis and administration of the County budget, under the relevant provisions of State law and the County Charter; supervises coordination of budget data received from the County Administrator, County departments and special districts; compiles data, prepares reports and develops policies relating to the accounting aspects of budget preparation and control.

3. Directs the preparation of the Annual Financial Report and other required financial statements; assists the Auditor-Controller/Clerk-Recorder in administrative issues involving accounting and fiscal reporting.

4. Coordinates the revision and development of accounting systems and procedures for the Auditor-Agency, County departments and special districts; directs and approves the design of all financial forms used by the County.

5. Serves as liaison with the Information Technology Department in planning, designing, modifying and implementing budgetary and accounting information systems for the County.

6. Consults with department heads, officials from other governmental agencies and other interested parties on County accounting/budget policies, practices and procedures; represents the Auditor-Controller/Clerk-Recorder as required on County, State-wide and other accounting, auditing, revenue recovery and clerk-recorder policy and decision making bodies.

7. Reviews and assesses implications of legislation affecting the County’s accounting, revenue recovery and clerk-recorder operations.

8. Directs, through others, managerial, professional, paraprofessional and support staff performing a wide range of accounting / budgetary functions; assigns and reviews work, oversees staff selection; and prepares recommendations for various personnel actions.

MINIMUM QUALIFICATIONS
Either I

The equivalent of five years as a Division Chief, or the equivalent or higher level managerial/fiscal position in the Alameda County classified service.

Or II

The equivalent of eight years of increasingly responsible, full-time experience in an accounting or fiscal management capacity, including supervision of a major accounting operation.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
