DESCRIPTION

Under direction, to plan, organize, coordinate, direct and review the procedures, policies and services of the Tax Collector division of the Alameda County Treasurer-Tax Collector Department.  This includes monitoring the activities of all the units under the Tax Collector, which are the secured and unsecured current property tax, secured delinquent property tax, tax defaulted, collection enforcement and the business license and performing other duties as required.

 

DISTINGUISHING FEATURES  

 

This single-position classification is located in the Office of the Treasurer-Tax Collector and is considered the designated Assistant Tax Collector reporting directly to the County Treasurer-Tax Collector.  The Chief Deputy Tax Collector has the overall responsibility for the administration of all Tax Collector functions including tax billing and tax information functions.  It is distinguished from the Assistant Treasurer in that the latter is delegated the administrative responsibility for all Treasury functions including county-wide banking services while the Chief Deputy Tax Collector is responsible for overall responsibilities for all Tax Collection functions.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

 

  1. Provides overall leadership, direction and coordination to the Treasurer Tax Collector Administrator, supervisors and staff in carrying out all activities and functions of the Tax Collector Division that are composed of five units; secured and unsecured current property tax, secured delinquent property tax, tax defaulted property tax, unsecured collection enforcement and the business license tax.
  2. Recommends and assists in setting and implementing goals, priorities and objectives in alignment with the department’s goals and in compliance with local, state and federal laws and regulations; and consults regularly with the Tax Collector Administrator and supervisors so that appropriate goals can be identified and achieved.  Reviews and approves policies and procedures that are prepared and written by subordinates.
  3. Ensures the preparation of the annual secured property tax bills, the annual unsecured property tax bills and various notices to taxpayers that are required by State Law.
  4. Ensures the issuance of annual business licenses and payment of business license taxes in the Unincorporated Alameda County that are governed by County Ordinances.
  5. Develops, evaluates and implements operational plans and participates in decision-making of key departmental issues in collaboration with the executive team.
  6. Explains and interprets State Laws and Ordinances; explains and interprets policies, procedures and regulations for complex situations in the collection of property and business license taxes.  Assists the Tax Collector and subordinate managers in dealing with complex situations with taxpayers, cities, agencies and other county departments.
  7. Oversees the design and modifications of systems and software applications for the collection of property taxes and business license taxes including planning, analysis and prioritizing of projects for the improvement and modernization of the mainframe systems, Tax Tools, Business License system, Interactive Voice Response (IVR) and the AVAYA.  Reviews and approves proposals of systems’ improvements in the Tax Collector Division including purchases of security systems, computers, printers and other equipment and supplies.
  8. Participates as member of the Oversight Executive Committee and the Steering Committee for the development, improvement, and modernization of the County Tax Collector and Auditor systems in collaboration with the Information Technology Department.
  9. Oversees and directs special projects of the Tax Collector Division.  Coordinates with the Financial Manager for funding and with the Department Personnel Officer from the project initiation through completion.
  10. Conducts report preparation in collaboration with the Treasurer Division as required by the State Controller’s Office and the Auditor Controller’s Office.
  11. Represents the Tax Collector in the appeals committee of the County that are composed of members from the Assessor, Auditor, County Counsel, and Clerk Board of Supervisors.  Reviews and researches taxpayers’ claim and appeal and prepares recommendations to deny or grant.
  12. Reviews and participates in the selection, assignment, training and evaluation of subordinate personnel.  Approves recommendations of subordinate supervisors or initiates disciplinary actions and resolves grievances when appropriate; confers with managers, County Counsel, and Human Resources on personnel problems and policy matters.
  13. Coaches and motivates subordinates and staff for efficient implementation of their duties and assignments and for their personal and professional growth.
  14. Assists in the preparation of the department’s annual cost allocation to determine cost recovery charges.  Directs subordinates for the research and determination of fee increases in the Tax Collector division.
  15. Serves as executive liaison between the Tax Collector and other County departments, Cities, Agencies, as well as organizations, institutions and individuals with whom the Tax Collector’s Office has a business relationship.
  16. Confers and discusses with the County Counsel, Assessor, Auditor, and Information Technology Department with regards to complex issues that affects the Tax Collector Division in the collection of property taxes and business license, utility users and hotel taxes.
  17. Attends conferences and meetings to be updated on legal, technical and administrative trends in the field of tax collection.
  18. Appears in various courts representing the Tax Collector as a witness on an as-needed basis.
  19. Performs other duties as required.

 


MINIMUM QUALIFICATIONS

EITHER I  

Experience:  

The equivalent of two (2) years of full-time experience in the class of Treasurer-Tax Collector Administrator in the Alameda County classified service.  

OR II  

Experience:  

The equivalent of six (6) years of full-time experience in the class of Collection Supervisor II in the Business License Unit or six (6) years of experience in the class of Treasurer-Tax Collector Supervisor both classes within the Office of the Treasurer Tax Collector.  

OR III

Education:  

Possession of a bachelor’s degree in Finance, Accounting, Business Administration or another relevant degree from an accredited college or university.

AND  

Experience:  

The equivalent of four (4) years of increasingly responsible full-time experience in a management or supervisory capacity directly responsible for overseeing through subordinate supervisors and staff in the collection of property taxes or business license taxes or any other kinds of taxes or fees preferably with a government entity.  

 

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
