DESCRIPTION

Under general direction: to plan, organize, coordinate and direct of the county-wide central cashiering, treasury and tax accounting functions, and the accounting of the Treasurer’s investment pool; manage the county-wide (in-house) central banking and external banking activities of the County.
DISTINGUISHING FEATURES This class is located in the Treasurer-Tax Collector’s Office and reports directly to the Assistant County Treasurer. The incumbent in this position is responsible for a wide variety of supervisory, fiscal, administration of various departmental long-term contracts, business management of all the county’s banking needs, including individual departments’/agencies’ separate and unique banking requirements, which by law must be authorized by the County Treasurer; the evaluation of state-of-the art electronic payments advancements for applicability to the County’s banking and revenue collecting practices; the management of the countywide treasury and investment accounting functions; the management of the tax collection accounting function; and management of the departmental general accounting function. The Treasurer-Tax Collector Financial Manager classification is distinguished from the Treasurer-Tax Collector Accounting and Operations Manager in that the Treasurer-Tax Collector Financial Manager has direct policy control over assigned program responsibilities whereas the Treasurer-Tax Collector Accounting and Operations Manager does not have direct policy control. |

Plans and designs system specifications for the payments and property tax remittance processing system in close coordination with the Information Technology systems analysts and programmers. Constantly evaluates system capability and assesses need to modify protocols to meet changing complexities and work volume. Oversees system tests and implementation. |
MINIMUM QUALIFICATIONS
|
Education:
Possession of a Bachelor’s degree from an accredited college or university in Business Administration with major in Accounting, Economics, Banking or Finance or other closely related fields. AND Experience: The equivalent of two years of full-time experience as a Financial Services Officer or in an equivalent or higher level qualification in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts). Or II Experience: The equivalent of three years of full-time experience as a Senior Supervising Auditor, or in an equivalent or higher level qualification in the Alameda County classified service(non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts). Or III Experience: The equivalent of six years of increasingly responsible, recent, full time managerial experience in an auditing, accounting, and/or fiscal capacity which includes supervisory responsibility. License: Specified positions may require possession of a valid California driver's license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

Knowledge of:
• General accounting, government accounting and auditing principles and practices; • Applicable State, Federal and local government laws and regulations influencing the County’s fiscal, collections, and recording operations. • State Revenue and Taxation Code relating to property tax assessments and collections. • Government Code of the State of California relating to duties and responsibilities of the local government treasurer, and the investment of county funds. • Principles and practices of management and systems analysis, public administration, personnel management, and supervision. • Banking principles and practices; some knowledge of the Uniform Commercial Code. • Investment accounting. Ability to: • Plan, organize and direct complex accounting and remittance processing systems. • Interpret and apply legal administrative concepts to government accounting, investment and banking practices and concepts. • Analyze data and situations accurately and adopt effective courses of action. • Use computer spreadsheet programs. • Organize and supervise the training and work of professional, technical and clerical staff. • Establish and maintain cooperative relationships with peers, staff, the public, other county departments and others that come in contact in course of work. • Prepare comprehensive and highly complex accounting, banking, and investment reports and related written communication. • Speak and write effectively. |
