DESCRIPTION
Under general direction: to plan, organize, coordinate and direct of the county-wide central cashiering, treasury and tax accounting functions, and the accounting of the Treasurer’s investment pool; manage the county-wide (in-house) central banking and external banking activities of the County.

DISTINGUISHING FEATURES

This class is located in the Treasurer-Tax Collector’s Office and reports directly to the Assistant County Treasurer. The incumbent in this position is responsible for a wide variety of supervisory, fiscal, administration of various departmental long-term contracts, business management of all the county’s banking needs, including individual departments’/agencies’ separate and unique banking requirements, which by law must be authorized by the County Treasurer; the evaluation of state-of-the art electronic payments advancements for applicability to the County’s banking and revenue collecting practices; the management of the countywide treasury and investment accounting functions; the management of the tax collection accounting function; and management of the departmental general accounting function.

The Treasurer-Tax Collector Financial Manager classification is distinguished from the Treasurer-Tax Collector Accounting and Operations Manager in that the Treasurer-Tax Collector Financial Manager has direct policy control over assigned program responsibilities whereas the Treasurer-Tax Collector Accounting and Operations Manager does not have direct policy control.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans and designs system specifications for the payments and property tax remittance processing system in close coordination with the Information Technology systems analysts and programmers. Constantly evaluates system capability and assesses need to modify protocols to meet changing complexities and work volume. Oversees system tests and implementation.

2. Provides analytic work in the evaluation of proposals to provide major services to the Treasurer: for example, analyze cost comparison of banking services proposals, weighed against operating and service delivery capabilities; analyze and evaluate highly technical processing systems and equipment to ensure proper interface with existing in-house operating systems, make recommendations to revise, improve, or discard based on assessment of applicability. 

3. Assists unit supervisors in the planning and designing of workflow and work procedures for efficient staff time management in order to meet accounting and balancing daily deadlines.

4. Designs internal controls to ensure the segregation of duties relating to the sensitive nature of cash and investment functions vs. recording/accounting functions. Develops and writes procedures pertaining to new and revised policy.

5. Evaluate proposals for various electronic banking service deliveries for applicability to the county’s needs, cost effectiveness, revenue generating potential, and user-friendliness. Determines ongoing cost of implementation and recommends service fee level for cost recovery. Makes recommendation to proceed or abort.

6. Provides liaison and assumes coordination responsibility between the Treasurer’s staff and the Auditor-Controller’s staff in evaluating impacts of changes in the banking processes on the ALCOLINK system.

7. Assists the Assistant Treasurer in the preparation of departmental annual budget; has full responsibility for the mid-year budget forecasts; monitors the department’s revenue and expense levels to ensure adherence to budget.

8. Prepares the department’s annual cost allocation in order to determine cost recovery charges. Cost recovery generates approximately 90% of department’s revenue.

9. Supervises professional, paraprofessional, and clerical staff directly or through subordinate supervisors; trains new staff members; counsels staff on technical problems; assigns and reviews work, interviews candidates for positions in the division and participates in the selection; and evaluates performance of subordinates. Recommends disciplinary actions.


MINIMUM QUALIFICATIONS
Education:

Possession of a Bachelor’s degree from an accredited college or university in Business Administration with major in Accounting, Economics, Banking or Finance or other closely related fields.

AND
Experience:

The equivalent of two years of full-time experience as a Financial Services Officer or in an equivalent or higher level qualification in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).

Or II
Experience:

The equivalent of three years of full-time experience as a Senior Supervising Auditor, or in an equivalent or higher level qualification in the Alameda County classified service(non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).

Or III
Experience:

The equivalent of six years of increasingly responsible, recent, full time managerial experience in an auditing, accounting, and/or fiscal capacity which includes supervisory responsibility.

License:

Specified positions may require possession of a valid California driver's license.

KNOWLEDGE AND SKILLS
Knowledge of:
• General accounting, government accounting and auditing principles and practices;
• Applicable State, Federal and local government laws and regulations influencing the County’s fiscal, collections, and recording operations.
• State Revenue and Taxation Code relating to property tax assessments and collections.
• Government Code of the State of California relating to duties and responsibilities of the local government treasurer, and the investment of county funds.
• Principles and practices of management and systems analysis, public administration, personnel management, and supervision.
• Banking principles and practices; some knowledge of the Uniform Commercial Code.
• Investment accounting. 



Ability to:
• Plan, organize and direct complex accounting and remittance processing systems.
• Interpret and apply legal administrative concepts to government accounting, investment and banking practices and concepts.
• Analyze data and situations accurately and adopt effective courses of action.

• Establish and maintain cooperative relationships with peers, staff, the public, other county departments and others that come in contact in course of work.
