DESCRIPTION

Under general direction of the Treasurer-Tax Collector Financial Manager, this classification establishes operating policies and procedures for multi-unit functions that carry various complex fiscal operations relating to countywide accounting for cash, investments, tax collections, and a specialized trust fund, including a highly complex and automated central banking facility for the County.  

DISTINGUISHING FEATURES  

This classification is located in the Office of the Treasurer-Tax Collector and performs and manages a broad range of highly specialized fiscal and accounting activities which include countywide central cashiering, remittance processing, central banking operations, treasury and investment accounting, tax accounting, trust fund accounting and custody, and other related work. The class also sets policy for the performance of assigned duties and responsibilities in either the Treasury or Accounting units under management. This classification differs from the Supervising Accountant position in that it is expected to make significant contributions in the formation and implementation of operating policies and procedures for either unit under supervision.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.  

  1. Manages the accounting and daily balancing operations of cash deposits and receipts, investment transactions, warrants redeemed and other transactions that affect the cash resources of the County treasury.  
  2. Oversees the recording, accounting and balancing of property tax collections.  
  3. Reviews and analyzes operating policies and procedures for fiscal and cashiering operations for currency with changing systems applications; reviews integrity of internal controls to ensure preservation of segregation of duties; makes assessments and recommends changes and/or revisions as needed.    
  4. Manages the central cashiering for all county departments, school districts, community college districts, and special districts; provides assistance to all county agencies in setting-up the banking component of direct deposit grants from the federal and state governments; provides assistance and instructions for creating banking relationships prior to required Treasurer’s authorization.
  5. Together with the Treasurer-Tax Collector Financial Manager, reviews and assesses complex banking solutions for large banking service users for applicability to the County’s banking practices; manages and maintains a complex, multi-functional central remittance processing for countywide tax collections and countywide revenue receipts: functionality of the system includes state-of-the-art electronic banking for large depositors (volume and dollar amount) such as Alameda County.
  6. Oversees the safekeeping and accounting of the “missing heirs” trust fund.  Upon court-ordered distribution, authorizes the disbursement to “found” heirs. Authorizes the escheatment to the State of unclaimed funds.
  7. Plans and organizes the preparation, collection, and processing of the annual strategic plan  for the property tax collection seasons from October through December and February through April.  
  8. Organizes, assigns, and reviews work, together with subordinate unit supervisors or lead employees, performed in connection with daily deposit reports, bank reconciliation, daily tax collection reports, and accurate correction of daily edit/exception reports.  Provide resolutions to problems as needed.  
  9. Supervises directly or through subordinates, professional, paraprofessional and clerical staff; develops procedures for efficient workflow; trains new employees; evaluates the performance of all assigned staff; participates in the selection of new employees and makes recommendations on personnel transactions.

MINIMUM QUALIFICATIONS

EITHER I

Experience:  

The equivalent of one (1) year of full-time experience as Senior Supervising Auditor, or in an equivalent or higher-level qualification in the Alameda County classified service, with primary duties that include professional-level accounting, fiscal operations, or complex auditing.  

OR II  

Experience:  

The equivalent of two (2) years of full-time experience as a Senior Accountant, or in an equivalent or higher-level classification in the Alameda County classified service, with primary duties that include professional-level accounting, fiscal operations, or complex auditing.  

OR III  

Education:  

Possession of a bachelor’s degree from an accredited college or university in accounting, finance, business administration, or a closely related field.   

Substitution:  

Additional experience as outlined below may be substituted for the education requirement on a year-for-year basis.  

AND  

Experience:  

The equivalent of three (3) years of full-time increasingly responsible professional accounting, auditing, or administrative experience which has provided the required knowledge and abilities.  At least one (1) year of the required experience must have been in a supervisory capacity while performing the example of duties described above.  

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.


KNOWLEDGE AND SKILLS

NOTE:  The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.  

Knowledge of:  

  • Laws and regulations controlling County fiscal, accounting, collections, and recording operations.
  • Principles of banking and cashiering operations.
  • Generally accepted accounting and auditing standards, principles, and practices.
  • Methods of financial analysis.
  • Computer systems for accounting, collections, and recording.
  • Automated remittance processing of large volume and large dollar collections.
  • Use of Excel spreadsheets and other computer applications relevant to the performance of related work.
  • Extensive knowledge of the California Revenue and Taxation Code, California Government Code (Treasury and Investments sections), and a working knowledge of Uniform Commercial Code.  

Ability to:

  • Make informed decisions.
  • Direct the work of staff and others; adapt and lead in changing work situations.
  • Communicate effectively and clearly both verbally and in writing.
  • Navigate the Alameda County system, and financial documents to perform analysis and provide resolutions as needed.
  • Prepare analytic reports and develop procedures for various business processes.
  • Plan, manage, and perform complex accounting and administrative tasks.
  • Use financial and administrative programs for creating reports and correspondence.
  • Work with the public and other County departmental personnel.
