DESCRIPTION

Under direction, to examine, analyze and verify fiscal records and documents for compliance with generally accepted accounting principles and practices; to review accounting methods and practices of County departments, Special Districts and County contractors; to prepare analytical, accounting and narrative reports; and to do related work as required. The two classifications included in this series specification are:
DISTINGUISHING FEATURES The classes are located in the Auditor Agency and perform internal audits of County departments, external audits of Special Districts and County contractors or monitor complex accounting functions. Auditor I is flexibly staffed from Accountant?Auditor and to Auditor II. (Flexible staffing promotions are made according to policies and procedures approved by the Personnel Department). Positions in these classes differ from those in the accounting series in that they require the exercise of auditing skills; knowledge and abilities in addition to those associated with accounting duties. These classes are further distinguished from those in the Supervising Auditor series in that the latter have full supervisory responsibilities for the daily operations of a section or subsection of the Auditor Agency. This class consists of incumbents working at the journey level of auditing or performing professional technical governmental accounting functions within the Auditor Agency. Auditor I's may work as members of audit teams or independently in all phases of field audits of County departments or County contractors. They may provide assistance and/or direction to other audit staff under the general supervision of audit team leaders or higher level supervisors. Incumbents are expected to perform the full range of professional auditors' tasks with a minimum of assistance or supervision. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Reviews financial records and statements for technical defects and arithmetical accuracy; prepares worksheets, narrative and statistical reports of findings and recommendations. 2. Participates in or leads field audits of County departments and contractors; examines fiscal records, verifying entries and preparing worksheets; analyzes fiscal record?keeping systems; assists in the installation and/or modification of such systems. 3. Assists or leads the taking of inventories; examines and analyzes transactions in inventory records and related documents; reconciles records associated with inventories. 4. Reviews the fiscal management systems of County departments and contractors, including computer?based information systems, for compliance with generally accepted accounting principles and County requirements. 5. Meets with County staff, other governmental representatives and County contractors to discuss County fiscal management requirements; presents audit finding and recommendations to County departments and contractors. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of one year of full-time experience as an Accountant-Auditor or in an equivalent or higher classification in the Alameda County classified service. Or II Possession of a bachelor's degree from an accredited college or university (180 quarter units or 120 Semester units). Concentration in accounting, business administration, finance or a closely related field is desired. And The equivalent of one year of full-time experience in a professional position involving the exercise of auditing or accounting duties or closely related field. Or III The equivalent of five years recent full-time experience in a professional position involving the exercise of auditing or accounting duties or closely related field. Or IV Any combination of education from an accredited college or university and relevant experience as described above in patterns II, and III. License: Possession of a valid California Motor Vehicle Operator's License |
