DESCRIPTION

Under direction, to supervise and to perform various complex auditing and related technical accounting functions; to prepare analytical, narrative, statistical and fiscal reports; and to do related work as may be required. 

DISTINGUISHING FEATURES

This class is located in the Auditor Agency and provides working supervision of subordinate audit and accounting staff involved in a broad range of fiscal activities.  Supervising Auditor is distinguished from the class of Supervising Accountant-Auditor in that the former class performs more complex duties such as preparing forms and procedures for implementation of county-wide accounting programs.  Supervising Auditors supervise a larger staff and audit the work of subordinates and of specific work units.  Typically, Supervising Auditors are given responsibility for more complex accounting reports such as preparing periodic financial statements, reconciliations, reporting and projection of revenue streams and trust funds and the resolution of accounting problems which involve contact with contract liaisons from county departments.  Positions in this class differ from those in the auditing series in that this class requires the exercise of supervisory skills; and this class is distinguished from the accounting series by the application of professional auditing skills and knowledge.

Incumbents in the class of Supervising Auditor perform a range of journey level to professional level technical auditing and accounting duties; they also directly and indirectly supervise lower-level professional auditing and accounting-clerical staff assigned a variety of fiscal duties.  Positions in this class may also serve as assistants to unit or program managers.  However, they do not have responsibility for program direction.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Prepares and/or supervises the preparation of trial balances, worksheets, reconciliations and fiscal reports; maintains and/or supervises the maintenance of subsidiary and control accounts as part of the County's general accounting function.
  2. Supervises or assists in the supervision of the County's employee payroll system, including preparation of fiscal control and personnel management information and reports.
  3. Oversees or aids in the supervision of the preparation and maintenance of fiscal documents relating to assessed valuations, computation and application of tax rates and the apportionment of County-collected taxes; supervises or assists in the supervision of adjustments to secured and unsecured tax rolls and maintenance of debt service and bond interest accounts.
  4. Supervises or participates in the selection, training, evaluation and disciplining of subordinate auditing, accounting and clerical staff assigned a variety of fiscal tasks; prepares and reviews work procedures and program policies.

MINIMUM QUALIFICATIONS

EITHER I

Education:

Possession of a Bachelor’s degree from an accredited college or university (180 quarter units or 120 semester units). Concentration in accounting, business administration, finance or a closely related field is desired.

AND

Experience:

The equivalent of two years full-time experience as an Auditor or in an equivalent or higher class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Supervisory experience is highly desired.

OR

Experience:

The equivalent of two years full-time experience in a professional accounting, auditing or administrative position. Supervisory experience is highly desired. Additional experience may be substituted for the degree on a year for year basis.

OR II

Education and Experience:

Any combination of education from an accredited college or university and relevant experience as described in patterns above. Supervisory experience is highly desired.

License:
Possession of a valid California Motor Vehicle Operator’s License.

Special Requirements

Employees may be required to provide their own means of transportation to and from work assignments.

NOTE: The Civil Service Commission may modify the Minimum Qualifications in the announcement of an examination.
