DESCRIPTION
|
Under general direction of a department head or a division head, to plan, organize, and direct a payroll and warrant section or a fiscal and accounting operation.
DISTINGUISHING FEATURES Positions in this classification generally supervise a large line fiscal operation; coordinate budgetary procedures and/or plan, monitor and control the preparation of economic benefit payments; develop departmental and operational programs in response to changes in legislative, agency, or department policy; provide liaison relationship with the Office of the Auditor-Controller or other departments or agencies whose activities interrelate with a fiscal operation. Incumbents report to a division or department head. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans, organizes, and directs the operation of the payroll and warrant, general business, and budget preparation sections engaged in a wide variety of technical and sub-professional accounting functions involving knowledge and application of a variety of County and State codes and requirements and other specialized data. 2. Initiates and revises payroll and other record keeping procedures; confers regularly with department representatives to implement procedural changes. 3. Designs and implements new fiscal programs and accounting systems. 4. Coordinates and provides liaison relationships with other County departments and public agencies concerning fiscal services. 5. Supervises a unit of professional and clerical staff to include, planning and coordinating workflow among the units and staff to meet reporting requirements. 6. Supervises production of statistics for reimbursement of County expenditures. 7. Supervises and reviews the preparation of various financial reports that are required at specified interim and final periods, i.e., monthly, quarterly, year-end, etc. 8. Prepares fiscal and calendar year-end reports and submits to appropriate County Agency including the Grand Jury, if required. 9. Assists internal/external auditors engaged in audits of accounts and other public entities, i.e., school, special districts, etc. 10. Reviews cash balancing, warrant reconciliations, receipts and disbursements, collections and deposits, investment transactions and other related reports. 11. Verifies accuracy of accrued interest calculations and adjusts Accrued Interest Report to reflect correct interest receivable in the Treasurer-Tax Collector's Office. 12. Assumes, in the Treasurer-Tax Collector, some of the duties of the Assistant Treasurer in the absence of that incumbent. 13. Coordinates and provides liaison with Data Processing Department in developing programs or changes to existing collection and/or claiming systems in response to any changes in legislative, County or department policies. 14. Performs necessary system applications to reboot in cases of system breakdowns, power failure and other malfunctions. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of two years of experience as an Accountant II or in a higher or equal level auditing or administrative class in the Alameda County classified service. Or II The equivalent of seven years of increasingly responsible professional accounting or auditing experience, or administrative experience which included budgetary and fiscal analysis. (Possession of a bachelor's degree from an accredited college or university may be substituted for four years of the required experience.) NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |

Knowledge of: • General and government accounting and auditing principles. • Laws, codes and regulations governing and influencing County • Principles of public administration, personnel management, and office organization. • Laws, codes and regulations involved in distributing economic benefit payments and budget preparation. • Development in the field of data processing and its effects on existing manual accounting and record-keeping methods. Abilities: • Planning, organizing and directing a payroll, budget and/or fiscal services program. • Planing and formulating new financial operational policies and procedures. • Supervising, training and evaluating professional and clerical subordinates. • Preparing comprehensive, clear and concise fiscal management reports of a complex nature. • Analyzing data and drawing logical conclusions and adopting effective courses of action. • Establishing and maintaining cooperative and effective working relationships. • Interpreting and applying legal and administrative concepts to departmental and agency fiscal administration. • Speaking and writing effectively. |
