DESCRIPTION
|
Under general supervision, performs office and field audits to determine liability for business licenses and other taxes; performs field examinations and research related to tax auditing; prepares audit supporting documentation and reports; performs other duties as required.
DISTINGUISHING FEATURES
This class is located in the Business License Tax Section of the Treasurer-Tax Collector's Department and supervision is received from the Collection Supervisor II. This class is distinguished from the next higher one of Collection Supervisor II in that the latter class is the first line supervisor with overall responsibility for the operation of the section, while the former class performs office and field audits to establish possible tax liabilities.

EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Conducts office and field audits and works closely with business owners to obtain information required to determine accurate payments of business license tax and utility users’ tax, hotel tax and cannabis tax.
2. Performs detailed examinations of accounting records; researches business license and State and Federal tax returns utility users tax reports; determines appropriate tax liability, business classification, rates and reviews requests for business reclassifications; canvasses the unincorporated areas to find unlicensed businesses for follow-up billing.
3. Prepares and maintains financial records; provides written reports and documentation of findings; utilizes computer-based business license systems to process account for tax payments and to prepare billing and collection accounting reports.
4. Assists taxpayers, accountants, attorneys and bookkeepers with inquiries and responds to questions related to business and utility users tax compliance; interprets the Alameda County Business Tax, Utility Users Tax Ordinances, Hotel Ordinances, and Cannabis Ordinance for businesses and taxpayers through verbal and written communications in order to solicit taxpayer compliance.
5. Enforces the collection of delinquent business taxes by converting the taxes into real property liens and by obtaining court judgements for unpaid business and utility users taxes; appears as a witness in court cases.
6. Resolves delinquent receivables, penalty assessments and interest payments with taxpayers; responds verbally to businesses and taxpayers regarding business tax, utility users tax, hotel tax and cannabis tax issues.

MINIMUM QUALIFICATIONS
|
Either I
Experience:
The equivalent of one year of full-time experience in the class of Auditor in the Alameda County classified service.
Or II
Experience:
The equivalent of two years of full-time professional accounting or auditing experience, or the equivalent of one year of full-time accounting/auditing experience in a City or County business license office.
Or III
Education:
A bachelor’s degree in accounting from an accredited college or university and a minimum of one year of auditing experience.
License:
Possession of a valid California Motor Vehicle Operator's license.
Special Requirement:
Must be available to attend business related conferences both on a single day and multiple day conferences, both locally and with travel, including overnight stays.
