DESCRIPTION
|
Under direction, to open and close the main cash vault and supervise the receiving of and accounting for all monies paid into the County Tax Collector's Office; to make deposits of monies received with the County Treasurer; and to do related work as required.
DISTINGUISHING FEATURES The incumbent of this one position class is in charge of a unit consisting of cashiers, other clerical personnel and a seasonal staff that may bring the complement of the unit up to fifteen or more employees. This unit receives, records and accounts for all monies paid into the Tax Collector's Office for taxes levied by the County, several cities and other taxing bodies. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Makes entries into books of accounts, balances and prepares reports. 2. Renders daily Consolidated Tellers Balance Report. 3. Coordinates input from NCR Receipting machines and Cortax listings with Data Processing Center. 4. Trains and supervises Cashiers and Machine Operators. 5. After determining number of windows to be opened, assigns Cashiers to windows. 6. Audits Cashiers' records of receipts and tax stubs when imbalances occur. 7. Endorses or supervises endorsement of all checks, deposits them in banks in return for cashier's check, which is deposited with the Treasurer's Office. 8. Assists in interviewing and hiring personnel for the section. 9. Maintains sufficient quantities of silver and currency, ordering cash as needed from the Treasurer's Office. 10. Receives all checks returned from banks because of insufficient funds, irregular signatures or other irregularities, and follows up until they are made good, or until property is placed on the delinquent roll; cancels payment recorded, making necessary record adjustments, when checks are not redeemed. 11. Reviews accounting for all consolidated payments made by banks and mortgage companies. 12. Instructs or advises cashiers on over-payments, erroneous payments, post-dated checks and other irregularities. 13. Investigates overpayments and double payments; and if verified, makes refund, recording action in tax roll and adjusting other records as necessary. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of five years of increasingly responsible fiscal-clerical experience, including two years in the actual receiving or disbursing of large sums of money. Or II The equivalent of two years of experience in the class of Cashier in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.
Knowledge of: • Modern office methods, practices and procedures. • Elementary accounting procedures and methods of recording receipts and deposits and balancing them. • Procedures used to account for and prove monies received against bill stubs or other records. • California Revenue and Taxing Code as applied to the function of the Tax Collector's Office. Abilities: • Coping with considerable mathematical problems involving the following areas: a. Volume receipt of cash and checks. b. Balancing tellers and solving their cash differences. c. Advance deposits to banks of tax payments not yet receipted by department. d. Returned checks from banks. e. Proving and batching of tax payments prior to receipting by department. f. Refunds to taxpayers. • Organizing the work of an office unit, distributing the workload and supervising the work of others. • Keeping records of large amounts of cash and accounting for receipts and disbursements. • Understanding, interpreting and applying laws, rules and written directions to varied situations. |
