DESCRIPTION
Under general direction, to manage and supervise directly and indirectly through supervisors, the operations of three specialized units administering the billing and collection of property taxes; to interpret property tax laws and their application as set down by the State Controller's Manual or the State Revenue and Taxation Code to employees and the public; and to perform related work as required.


DISTINGUISHING FEATURES

This is a one-position class in the office of the Treasurer-Tax Collector. The incumbent is responsible for managing three specialized operational units with sectional supervisors. The incumbent is required to exercise considerable independent judgement in planning, organizing and allocating the work of the units; and to deal effectively with the public in matters of tax liability.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Manages-supervises directly and indirectly three operating units; secured property taxes, supplemental taxes and unsecured property taxes. Plans, assigns and establishes work priorities, provides direction, gives instructions and makes decisions on difficult clerical problems in connection with the supervision of a clerical staff; answers the more difficult questions; renders judgement on matters relating to penalty waivers.

2. Reviews and evaluates work performance; ensures accuracy and conformity to established office procedures; prepares manuals of office procedures and instructs subordinates in their use.

3. Confers with superiors on office policies and procedures; sets up, develops, updates and revises established record-keeping systems; participates in the reorganization of work procedures as required by change in policy or law. Conducts systems and procedures research to ensure operations are at an optimal level.

4. Participates in the selection and training of subordinates; participates in resolving personnel problems; supervises the maintenance of time and attendance records.

5. Acts as liaison with the offices of the Assessor, Auditor, Recorder, and Data Processing on matters pertaining to the processing of tax bills and matters relating to corrections and also the filing and release of tax liens.

6. Writes correspondence requiring the application and interpretation of the California Revenue and Taxation Code; resolves disputes or debatable points where a mistake in judgment may entail serious financial consequences.

7. Maintains performance, budget and statistical records and prepares reports to management and the Board of Supervisors.

MINIMUM QUALIFICATIONS
Either I

The equivalent of two years of full-time experience in the class of Supervising Clerk I or an equivalent or higher level class in the Alameda County classified service.

Or II

The equivalent of 5 years of recent full-time, progressively responsible experience in property assessment or with current or delinquent property taxes, two years of which shall have been in a supervisory capacity.

NOTE: The Civil Service Commission may modify the above Minimum qualifications in the announcement of an examination.
