DESCRIPTION
Under direction, to supervise the management of the Delinquent Tax Roll with related redemptions, adjustments, auction sales and tax deeding of properties through application of the State Controller's Reference Manual and Revenue and Taxation Code sections governing property taxation; and to perform related work as required.

DISTINGUISHING FEATURES

The incumbent of this one-position class works under minimum supervision and is in charge of a unit consisting of a Real Estate Specialist, Account Clerks, Specialist Clerks and seasonal personnel. The unit for which the incumbent is responsible maintains the Delinquent Tax Roll and supervises the preparation of tax sales and tax deeds to the State of California.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supervises mail, phone, and counter activities regarding prior year taxes; computation of full or partial redemptions under varying situations, execution and distribution of final redemption certificates.

2. Explains to applicants the establishment of 3-, 5- and 8-year installment plans for payments of delinquent and current year taxes, and required payments for plan continuance.

3. Supervises the preparation and distribution of delinquent tax statements for payment by mail or in person.

4. Processes Tax Certification Orders from the courts in regard to eminent domain proceedings.

5. Supervises daily and monthly balancing of the delinquent property tax system; plus yearly transfer of unpaid taxes from the current tax roll to the delinquent tax roll.

6. Supervises the separation of tax delinquencies upon division of properties requiring the redistribution of taxes, penalties, fees and costs.

7. Supervises preparation for publication of "Notice of Intent to Sell" and "Notice of Intent to Deed" regarding prior and current year delinquent taxes.

8. Initiates and executes releases of equity involving tax-deeded properties on which tax liens have been satisfied.

9. Supervises preparation of published delinquent list.

10. Assists with the supervision of the Auction Sales of delinquent properties, including the location and notification of the parties of interest.

11. Receives Senior Citizens' Postponement payments; prepares liens. Prepares reports to State Controller.

12. Maintains communications with Offices of the Auditor-Controller and Assessor on matters relating to delinquent tax cancellations or corrections and matters pertaining to the division and combinations of properties.

13. Maintains communications with the Office of the State Controller on matters pertaining to tax-sold and tax-deeded properties.

14. Maintains communications with the State Board of Equalization on matters pertaining to the Utility Assessment Roll in a delinquent tax status.

15. Interprets the Revenue and Taxation Code and the State Controller's Manual to the public in order to assist them with their tax problems.

16. Supervises compilation of apportionment of taxes for the County Auditor.

MINIMUM QUALIFICATIONS
Either I

The equivalent of two years’ full-time experience processing real property tax data in a classification equivalent to or higher than Account Clerk II in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Or II

The equivalent of four years’ full-time, increasingly responsible accounting experience which included the equivalent of two years’ full-time work processing property tax data and at least the equivalent of one-year full-time supervisory experience.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of:

• Principles of supervision, including accounting and clerical
training.
• Modern office methods, practices and procedures.
• California Revenue and Taxation Code as applied to the
function of the Tax Collector's Office.

Abilities:

• Organizing the work of an office unit, distributing workload,
supervising the work of others.
• Understanding, interpreting, and applying laws, rules, and
written directions to varied situations.
• Dealing with irate persons.
• Using good verbal communication skills.
