Under general supervision, to plan, organize and direct the operation of the Treasurer Tax Collector's Business License Tax Office by maintaining an automated business license system taxpayer database file, processing and accounting for tax payments, issuing business licenses, auditing taxpayer financial records for compliance with regulations, canvassing unincorporated areas to locate new taxpayers, and enforcing the collection of delinquent taxes.
DISTINGUISHING FEATURES The position of Business License Supervisor is found only in the office of the Treasurer Tax Collector. The incumbent is a first line supervisor and works independently in performing broadly outlined business license tax assignments required for the operation of a branch office located at Hayward. This position is distinguished from the Tax Administration and Information Supervisor and the Tax Redemption Supervisor in that the Business License Supervisor is required to possess a greater degree of auditing and accounting skills than the former two classes. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Set work priorities and supervise the activities of subordinate clerical accounting staff by preparing work schedules and assigning responsibilities. Participate in subordinate employee selection, training, and performance evaluation. 2. Directs subordinate staff and participates in the utilization of a personal computer based business license system to maintain a taxpayer file database to issue annual business license renewal forms and licenses, process tax returns, account for tax payments, and to prepare billing and collection accounting reports. 3. Audits the financial records of business for compliance with reporting of gross receipts and tax payment requirements of the County's business license ordinance. Canvasses unincorporated areas of the county to locate unlicensed businesses for billing and collection of taxes. 4. Enforces the collection of delinquent taxes by applying various processes including the recording of real property liens and obtaining court judgments for unpaid taxes against taxpayers. 5. Interprets the application of Business License Tax Ordinance provisions for both office staff and taxpayers through verbal and written communications in order to solicit taxpayer compliance. Writes, updates and issues various official notices, informational handouts, and office forms to ensure taxpayer compliance with gross receipts reporting and tax payment requirements. 6. Develops sources and methods, including accessing other County department files (Assessor, Planning, Public Works) and city taxpayer files, for use by office staff to locate unlicensed businesses to add to the taxpayer file for follow up billing. 7. Communicates with taxpayers to resolve business license tax disputes and related problems that could not be solved by subordinate staff. Represents the Tax Collector before the County Hearing Officer in the hearing of appeals filed by taxpayers disputing the amount of business license tax imposed. |
MINIMUM QUALIFICATIONS

Either
I The equivalent of one year of full-time experience in the class of Accountant Auditor in the Alameda County classified service. Or II Possession of a Bachelor's Degree from an accredited college or university with a concentration in business administration, public administration, accounting or auditing; AND The equivalent of two years of full-time professional accounting or auditing experience; or the equivalent of one year of full-time experience in the operation of a county or city business license office. License: Possession of a valid California Motor Vehicle Operator's license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
