DESCRIPTION
|
Under direction, to manage and supervise through subordinate supervisors, the operations of three specialized units: Current Secured Property Taxes, Tax Redemptions and Tax Defaulted Properties; administering the billing and collection of property taxes; to interpret property tax laws and their application as set forth by the State Revenue and Taxation Code and/or the State Controller’s Manual to employees and the public; and to perform related work as required.
DISTINGUISHING FEATURES This is a one position class located in the office of the Treasurer and Tax Collector. The incumbent of this position is required to exercise considerable independent judgment in planning, organizing and allocating the work of the three units which cover the entire cycle of the collection of real estate taxes beginning with the mailing of tax bills, transferring unpaid accounts onto the delinquent roll and the sale of properties to enforce collection; develop procedures in response to legislative changes; provide a liaison relationship with other departments or agencies whose activities relate to the function of the Tax Collector. The incumbent reports to the department head. |
EXAMPLES OF DUTIES

1. Plans, assigns and establishes work priorities, provides direction, gives instructions and makes decisions on difficult clerical problems in connection with the supervision of clerical staff; answers the more difficult questions. Coordinates the cross training of clerical staff for utilization in the other units to meet seasonal workload shifts and to effectively meet the needs of the public. 2. Reviews and evaluates work performance, ensures accuracy and conformity to established office procedures; prepares manuals of office procedures and instructs subordinates in their use. 3. Confers with superiors on office policies and procedures; participates in reorganization of work procedures as required by change in policy or law. Conducts systems and procedures research to ensure operations are at an optimal level. 4. Participates in the selection and training of subordinates; participates in resolving personnel problems; supervises the maintenance of timekeeping and attendance records. 5. Acts as liaison to the offices of the Assessor, Auditor, Recorder, Information Technology and Clerk of the Board of Supervisors on various property tax matters. 6. Writes correspondence requiring application and interpretation of the State Revenue and Taxation Code; resolves disputes and/or debatable points where a mistake in judgment may entail serious financial consequences. 7. Maintains performance and statistical records and prepares reports to management, Board of Supervisors, and the State Controller. 8. Reviews changes to the State Revenue and Taxation Code in order to revise established procedures to comply with such changes. 9. As a member of the appeal committee reviews and researches taxpayers’ claims for relief and makes recommendations regarding resolution of appeals. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of one year full-time experience in the class of Supervising Clerk I or an equivalent or higher level class in the Alameda County classified service (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts). Or II The equivalent of five years full-time recent progressively responsible experience in property assessment or property taxes, two years of which must have been in a supervisory capacity. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
