DESCRIPTION

Under general direction, to plan, organize, and direct the collection of unsecured property taxes, including the collection of delinquent accounts; to maintain the unsecured property tax roll.
DISTINGUISHING FEATURES The Supervisor, Personal Property Taxes, acts as the Tax Collector's deputy for the collection of delinquent personal property taxes and the work is subject to the general policy of the Tax Collector and the legal requirements set forth in the Revenue and Taxation Code and other relevant statutes. Supervision is provided to a clerical unit consisting of Collection Enforcement Deputy II’s, several permanent employees, and several seasonal clerks. The incumbent is required to exercise considerable independent judgment in planning and organizing the work of the unit, and resourcefulness, tact and poise are required to deal effectively with the public in matters of tax liability. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Plans, organizes, and directs the collection of both current and delinquent unsecured property taxes. 2. Supervises the maintenance of the unsecured property tax roll, including preparation for tabulating, maintenance of current index, preparation and processing of all adjustments and changes, and preparation of new or corrected tax bills. 3. Assists the public on personal property tax matters involving bills, laws, procedures and adjustments through personal contact and correspondence. 4. May prepare small claims suits and effects the seizure and sale of property to satisfy delinquent accounts. 5. Collects rents on County-owned property; keeps books on these collections and liabilities. 6. Prepares a variety of narrative and statistical reports on tax collections and problems relating to the work of the unit; drafts legislative proposals relating to enforcement and submits to Tax Collector for approval and referral. 7. Participates in the development of policy relating to the functioning of the personal property tax unit. 8. Designs and orders tax bills, statistical forms, form letters, indexes, and records used for the collection of unsecured property taxes. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of one year of experience in the class of Collection Enforcement Deputy II or in an equivalent or higher-level class in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) performing similar duties. Or II Experience: The equivalent of three years of collection experience, which included supervisory or administrative assignments, as well as court experience, one year of which shall have been in a public agency. Or III Some acceptable combination of education and appropriate experience. NOTE: All candidates should have a thorough knowledge of the Revenue and Taxation Code as it applies to the collection of personal property taxes. License: Possession of a valid California Motor Vehicle Operator's license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
