Under general direction, the Sustainability Program Manager is responsible for the overall administration, development and management of all county-wide sustainability programs including, but not limited to, environmentally preferable procurement, resource conservation, recycling, waste reduction, climate change, and green building. The incumbent supervises and directs the work of project managers and project staff and performs other duties as required. This position works with County departments and external entities in the course of promoting, and advancing sustainability programs for county agencies.
DISTINGUISHING FEATURES The Sustainability Program Manager is located in the Technical Services Department of the General Services Agency, and reports directly to the Deputy Director. The Sustainability Program Manager has overall responsibility for the county-wide sustainability programs and/or projects; including the design and development of program areas, oversight and administration of multiple program budgets, and direct supervision of project managers and staff. The Sustainability Program Manager is distinguished from the Sustainability Project Manager in that the former has overall responsibility for the development and management of all program areas whereas the Project Manager has responsibility for the management of day-to-day sustainability program activities of assigned program and/or project areas. Incumbents in this class also resolve complex programmatic and administrative problems related to the Sustainability Program and assign specific program areas(s) and/or projects to the project manager to manage. The Sustainability Program Manager is further distinguished from the Deputy Director in that the latter has responsibility for all programs within the Technical Services Department. |
EXAMPLES OF DUTIES

1. Plans, designs, coordinates, implements, promotes, and oversees complex sustainability programs, and/or projects in areas such as, but not limited to, environmentally preferable procurement, resource conservation, recycling, waste reduction, climate change, and green building. 2. Leads cross agency efforts by working with appropriate internal and external partners to develop and implement programs, policies, and guidelines to achieve broad sustainability targets; consults with county agencies and staff on the implementation of policies and plans; and develops performance systems to monitor and report on accomplishments and to ensure effectiveness and compliance of programs. 3. Develops and implements division goals, policies and strategic plans and participates in the development and timely implementation of departmental goals, policies and strategic plans. 4. Supervises staff by planning, directing and assigning work activities. Advises the Deputy Director regarding staffing needs and professional and technical expertise needed to support programs. Conducts performance reviews of program staff. 5. Develops agenda items for board(s) and committee meetings; reviews agenda items prepared by others as assigned; presents information to the board(s). 6. Directs, assigns and monitors the work of assigned staff, consultants or contractors; serves as an advisor to program management staff. 7. Directs and participates in the investigation and resolution of complaints related to assigned program areas, activities and contracts. 8. Develops, administers and monitors, all program budget(s) grants, contracts and fiscal activities. Tracks expenditures; projects future funding needs; identifies appropriate and available funding sources; prepares applications to various grant programs; manages grants; processes invoices; oversees major funding disbursement to member agencies; responds to questions regarding appropriate uses of funding; maintains relevant records and documentation. Supervises staff on fiscal activities and ensures program compliance. 9. Monitors, interprets, and applies federal, state and local sustainability laws and regulations in order to develop County policies that ensure compliance and optimal efficiency, effectiveness and economy. 10. Represents the General Services Agency in matters associated with sustainability programs when working with senior management of other County Departments, private companies, public agencies, and non-governmental organizations and others. 11. Conducts outreach to department heads and senior management , the Board of Supervisors, county agencies and others by making program presentations; designs and produces a variety of promotional publications to communicate information on programs. Oversees the outreach activities of program staff. 12. Oversees all contracting within program areas, prepares requests for proposals and quotes, analyzes contractors’ proposals, selects contractors, ensures quality of products and services delivered, and tracks expenditures against approved budget. 13. Performs other duties as assigned. |
MINIMUM QUALIFICATIONS

Either I Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience. |
