DESCRIPTION

Under general direction of the Procurement Administrator, plans, organizes, and directs the work of the Procurement and Contracts Division; manages purchases as required in complex and difficult commodity areas; and performs related work as required.

DISTINGUISHING FEATURES

This is a single position classification which functions as the second-line supervisor in the Procurement and Contracts Division, executing the policies set forth by the Procurement Administrator located in the General Services Agency (GSA) and generally supervises and coordinates the work of the Procurement and Contracts Division, assists in the budget preparation for the department and may manage a difficult or controversial purchasing assignment. This classification is distinguished from the Procurement and Contracts Supervisors because the latter provides first-line, day-to-day supervision of the Procurement and Contracts teams. This classification is further distinguished from the next higher classification of Procurement Administrator in that the latter classification is responsible for the overall planning, design, management, and operation of the entire Procurement and Contracts Division.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each employee in the classification does not necessarily perform all duties listed.

  1. Plans, organizes, directs, evaluates, and manages the functions of the Procurement and Contracts Division.  Manages and supervises through subordinate supervisors, the work of the division.  Reviews and advises on the progress of the procurement and contract work.
  2. Leads critical procurement negotiations and manages the resolution of vendor performance issues. Leads significant procurement related discussions with County departments.
  3. Briefs the Procurement Administrator on ongoing issues. Supports the Procurement Administrator during internal and public meetings by preparing presentations and  notes in advance and providing supporting information during the meetings.
  4. Recommends policies and procedures to the Procurement Administrator. Provides consultation to County departments and vendors, and interprets departmental policy, County, State and Federal rules, regulations and policies governing procurements.
  5. Coordinates the work of the Procurement and Contracts Supervisors.
  6. Reviews and edits documents such as formal and informal Requests for  Proposals/Quotes, Addendums, Board Letters, Contracts, Countywide memos, and letters to vendors.
  7. Develops and implements the department's ongoing training for professional purchasing and clerical support in the division and develops, coordinates, and conducts user training for the departments.
  8. Analyzes departmental operations to determine cost effectiveness to maintain standards to improve operations.  Assists in the preparation and administration of the division budget.
  9. Develops measured workload production controls for the Procurement and Contracts Division; identifies means to improve efficiency and speed of routine tasks; calculates costs of alternative purchasing procedures; leads efforts to implement changes.
  10. Evaluates performances of subordinate supervisors and/or department employees.  Participates in personnel selection interviews and makes recommendations regarding personnel actions.
  11. Plans, organizes, and manages the department's competitive bidding process, cooperative purchasing, and bid waiver programs.
  12. Prepares or assists in the preparation of various reports and recommendations.
  13. Acts for the Procurement Administrator in their absence.

MINIMUM QUALIFICATIONS


EITHER I
Experience:

The equivalent of two (2) years of full-time experience in the classification of Business Analyst, Assistant Business Analyst, Procurement and Contracts Supervisor or equivalent or higher-level classification performing professional-level procurement and supervisory related duties.

OR II
Experience:

The equivalent of eight (8) years of full-time increasingly responsible professional purchasing experience, two (2) years of which must have been in a supervisory capacity supervising staff engaged in procurement duties.  

Substitution:

A bachelor's degree from an accredited college or university with major coursework in public or business administration, accounting, finance, marketing, economics, material or supply, chain management or a closely related field may be substituted for four (4) years of the required purchasing experience in pattern II above. 

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

License:

All candidates must possess a valid California Motor Vehicle Operator’s license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
