DESCRIPTION

Under general direction, to plan, organize and direct the personnel management program of the General Services Agency, providing personnel expertise and consultation to Agency/Department management ; to be responsible, through subordinate supervisor for managing County Parking Facilities; and to perform other related duties.
DISTINGUISHING FEATURES This is a single position class located in the General Services Agency reporting to the Director, General Services Agency. The class of Operations Support Manager is distinguished from the class series of Departmental Personnel Officer by not only being assigned the personnel management program for the General Services Agency, but also having responsibility for County parking operations |
EXAMPLES OF DUTIES

1. Supervises staff assigning, reviewing and evaluating personnel; participates in the hiring process; recommends disciplinary actions; manages the Agency's decentralized personnel operation; provides advice and consultation to the Director, General Services Agency and Agency management on personnel policies, procedures and activities; represents the Agency in a variety of meetings, hearings and before the Civil Service Commission. 2. Supervises subordinate professional staff responsible for the Affirmative Action and training programs for Agency staff including developing and maintaining an affirmative action plan; investigating and/or supervising the investigation of charges of discrimination or harassment; planning and coordinating training for managers and other staff; providing and/or supervising a variety of training sessions such as the monthly employee orientations. 3. Advises Agency/Department heads on appropriate disciplinary actions; prepares or supervises the preparation of reprimands, disciplinary hearing notices, and disciplinary letters; conducts “Skelly” hearings; conducts investigations related to proposed disciplinary actions; makes disciplinary recommendations to Director General Services Agency; maintains liaison with County Counsel's office and Agency management regarding disciplinary cases; represents Agency before the Civil Service Commission and/or Hearing Officers. 4. Develops, coordinates, administers and supervises the Agency's recruitment and selection activities; conducts job analyses determining job requirements; writes job announcements and determines appropriate recruitment; develops job related examinations; represents Agency at meetings, conferences and before the Civil Service Commission; acts as liaison with Human Resource Services. 5. Counsels Agency/Department heads and other staff concerning classification issues; develops and writes class specifications for submission to Human Resource Services; interviews managers and staff regarding job assignments; prepares Agency classification requests maintaining liaison activities with Human Resource Services and County Administrator's Office; assures positions in the Agency are properly classified. 6. Manages the Agency sick leave program; acts as Agency's representative on industrial injuries and Worker's Compensation claims; interprets personnel policies, manuals and memoranda; participates in management selection interviews; directs Agency performance evaluation and exit interview programs; manages the Agency Employees Assistance Program. 7. Meets and confers with labor organizations on issues impacting the Agency; participates in negotiations with labor organizations; reviews grievances, conducts hearings, prepares responses. 8. Manages through a subordinate supervisor the budget and operation of County parking facilities; prepares budget projections; oversees the analysis of current and projected parking revenues and expenditures; negotiates parking rates and contracts; prepares data for presentation to unions and the Board of Supervisors regarding parking fees; manages contract operations with parking companies and security service; reviews specifications for facilities and equipment; supervises the manager responsible for reviewing the parking plan, identifying problem areas, recommending improvements, maintaining and disseminating parking policies. 9. Manages through the Contract Compliance Officer, a program of compliance with equal opportunity regulations and policies for construction, procurement and professional services; conducts outreach to the local, small, women and minority owned business community; monitors effective compliance through appraisals, inspections, investigations and meetings; recommends appropriate action to effect compliance and to seek appropriate measures for non-compliance. |
