DESCRIPTION

Under general direction, the Logistics Services Manager, GSA is responsible for the overall administration, development and management of countywide sustainable transportation programs and is responsible for planning, organizing and directing the County’s transportation, parking, motor vehicle, messenger operations, and other programs and services (e.g., property and salvage). This position is located in the General Services Agency and is responsible for developing and implementing program goals, objectives, policies and priorities. Distinguishing Features This is a single position classification located in the General Services Agency and reports to the Chief Deputy Operations. The Logistics Services Manager, GSA is responsible for developing and implementing integrated sustainable countywide program activities whose goals, objectives and policies have considerable impact. The position has supervisory subordinates and is responsible for managing contractors. The position is responsible for incorporating the County’s strategic vision regarding sustainable transportation options including aligning the actions of the transportation division with climate action plans, alternative transit options, commute related services and parking. The Logistics Services Manager, GSA may oversee other programs and services. |
EXAMPLES OF DUTIES

Each individual in the classification does not necessarily perform all duties listed. 1. Plan, coordinate and direct, through subordinate managers, the activities and operations of the division. 2. Lead cross agency efforts on transportation initiatives including working with BART, AC Transit and other external agencies as well as County agencies and departments through the Climate Action teams; consults with county agencies and staff on the implementation of policies and plans; develops performance systems to monitor and report on accomplishments and to ensure effectiveness and compliance of programs. 3. Lead the County, Agency and division in sustainable transportation goals, policies and strategic plans and participates in the development and implementation of departmental goals, policies and strategic plans. 4. Establish and manage policies and programs that will minimize the County’s environmental impact relating to the County vehicle fleet, employee commute and public access to County facilities. These programs include adopting clean vehicle technology, instituting shuttle bus services, managing and promoting the County’s Pre-tax Commuter Benefits Program, instituting and promoting carpool, car share and rideshare alternatives, bicycling and walking alternatives, expanding the use of alternative fuels, integrating electric and plug-in hybrid vehicles, using non-motorized and electric vehicles for specialized applications, using GPS technology, managing and promoting the County’s various Commuter Benefits Programs and coordinating sustainable transportation outreach efforts with other County departments. 5. Explore grant opportunities and write grant proposals. Develop, administer and monitor program budgets, grants, contracts and fiscal activities. Tracks expenditures and revenue. 6. Coordinate activities with countywide sustainability programs and County climate action efforts. 8. Oversee contracts within program areas, participates in the requests for proposals and quotes, analyzing contractors’ proposals, selecting contractors, and ensuring quality and cost compliance. 9. Manage County Motor Vehicle Division through subordinate manager, including maintaining the County’s fleet acquisition, operation and disposal, motor pool operation, establishment of additional pool locations, assigned vehicle program, fueling systems, driver safety programs, purchase standards, maximizing departmental utilization, environmental impacts of fleet, and commercial car rental. 10. Oversee Parking Division staff and related contract services directly and through a subordinate supervisor. Setting, regulating and enforcing parking fees. 11. Manage, through a subordinate supervisor, the countywide messenger service and other assigned programs and services. |
MINIMUM QUALIFICATIONS

Either I Experience: The equivalent of two years of full time experience as a Sustainability Project Manager in the Alameda County classified service. Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience. Or II Education: Possession of a Bachelor’s degree from an accredited college or university with major course work in public policy, urban planning, public or business administration, or a directly related field; AND Experience: The equivalent of five years full time increasingly responsible experience in the field of transportation, fleet management, parking operations or climate action or related area including two years of managerial experience with direct supervisory responsibility. License: Possession of a valid California Motor Vehicle Operator’s license NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
