DESCRIPTION
|
Under general direction of the County Administrator, plans, organizes, coordinates and directs central management programs such as Purchasing and Procurement Policies and internal service operations of the General Services Agency; provides centralized internal service functions for all County departments; represents County interests before legislative bodies and committees on all internal service functions; does related work as required.
DISTINGUISHING FEATURES The Director of the General Services Agency directs the County's centralized internal service organization whose mission is to provide high quality services that are timely, fiscally responsible and convenient for our customers. Agency responsibilities include providing space through lease, purchase or construction; maintaining and operating County-owned buildings and Veterans' buildings; centralized purchasing; countywide procurement policy and procedures; telecommunications services including telephone and radio systems; motor vehicle fleet service; property salvage and disposal services; childcare programs; energy and environmental management services; sustainability programs including resource conservation, recycling and climate action. The incumbent is responsible for reviewing and developing Agency policy and priorities with respect to the operation and organization of the various services. Most line functions and administrative decisions are delegated to individual department heads in charge of the various major service areas. |

1. Plans, organizes, coordinates and directs the programs and operations of the General Services Agency, which includes the following services: Building Maintenance, Child Care, Communications, Transportation Services, Office of Acquisition Policy, Portfolio Management, Purchasing, Real Estate, Technical Services, and Administration. 2. Develops agency policies, procedures, programs, services, budget and functional assignments. 3. Consults with County and Agency department heads on a regular basis concerning Agency matters including programs, services, budget and organization. 4. Attends sessions of the Board of Supervisors, to present and justify agency proposals requiring Board action; confers with the County Administrator or staff concerning budgetary and organizational program and services; directs negotiations with the County Administrator's Office. 5. Establishes and maintains cooperative relationships with other County Departments, private organizations and individuals concerned with the various services functions of the Agency; serves on agency committees and boards. 6. Keeps informed of current trends and new developments with regard to intergovernmental centralized services; and participates in professional job-related organizations. |

Knowledge of: • Principles and practices of public administration including finance and budget, personnel management, public relations and public facility planning. • Principles, practices, laws and regulations regarding purchasing. • Trends, developments, and best practices relating to intergovernmental centralized services.
