DESCRIPTION

Under general supervision, develops, implements, manages, coordinates, and evaluates the Safety and Emergency Preparedness programs for the Alameda County General Services Agency (GSA); develops related policies and procedures; monitors and ensures compliance with federal, state, and local laws, codes, policies and regulations pertaining to safety and emergency preparedness; ensures the safety of employees and county-owned facilities; manages the Emergency Operations Center (EOC) Logistics Section, Continuity of Operations Plan (COOP), Local Hazardous Mitigation Plan Updates, Emergency Operations, and GSA Safety Program; and performs other related duties as required.

DISTINGUISHING FEATURES

This is a single-position classification located in the GSA that reports to the Chief Deputy of Operations, Chief Deputy of Administration, or designee. This position is responsible for ensuring that the safety, preparedness, response, mitigation, and recovery responsibilities of the GSA are met and provides supervision and consultation to staff responsible for or engaged in safety and emergency preparedness activities. Furthermore, this position is responsible for ensuring agency-wide training and compliance with EOC Logistics and countywide training and compliance with COOP, Hazardous Mitigation Plan, Emergency Operations, and GSA Safety Programs.  

This classification is distinguished from the Emergency Services Supervisor in that the latter has overall responsibility for countywide emergency management and disaster preparedness, while the former is responsible for the emergency preparedness activities of the GSA as well as the safety of individuals and facilities countywide. This classification is further distinguished from the Safety Officer located in the Public Works Agency in that the latter’s scope of responsibility pertains solely to safety and accident prevention in the Public Works Agency, while the former facilitates employee and building safety on a countywide level.


EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Plans, coordinates, and manages the Agency’s Safety and Emergency Preparedness programs, manages the EOC Logistics Section, COOP, Local Hazardous Mitigation Plan Updates, Emergency Operations, and GSA Safety programs.
  2. Develops policies, procedures, manuals, and plans related to Safety and Emergency Preparedness programs and ensures the safety of employees and county-owned facilities. 
  3. Coordinates safety and disaster preparedness training (e.g., logistics exercises, CPR, hazardous materials training).
  4. Monitors compliance with emergency plans and procedures for natural (e.g., fires, earthquakes, floods), wartime, or technological (e.g., aviation disasters, hazardous materials handling/spills) incidents, disasters, hostage situations, work-stoppage, and other emergency management related issues and ensures the execution of GSA’s logistics role in the County’s Emergency Operations Plan.
  5. Plans, organizes, and directs the internal and external safety programs for Alameda County employees and county-owned facilities.  
  6. Serves as the point of contact for the Logistics Section in emergency and/or disaster response.
  7. Ensures compliance with federal and with the Division of Occupational Safety and Health (Cal OSHA) safety laws, codes, and regulations.
  8. Updates and maintains the Emergency Operations Plan.
  9. Performs safety inspections and investigations; reports hazardous working conditions and unsafe practices; and provides recommendations to correct unsafe conditions. 
  10. Participates in countywide safety and emergency preparedness exercises. 
  11. Prioritizes, plans, assigns, directs, monitors, and evaluates the work of assigned staff. 
  12. Manages contracts related to emergency preparedness and safety services. 
  13. Coordinates and maintains a system and process to ensure Agency compliance with Safety Data Sheets. 
  14. Coordinates roles and responses during an emergency activation. 
  15. Makes presentations and facilitates training related to safety and emergency preparedness.
  16. Participates in departmental, countywide, and/or state planning processes; serves on a variety of committees and task forces.
  17. Prepares a variety of written materials and reports.


MINIMUM QUALIFICATIONS

Education:

Possession of a bachelor’s degree from an accredited college or university with a major in emergency management, occupational safety, industrial hygiene, public administration, health, social science, business, or a related field. 

AND
Experience:

The equivalent of four (4) years of full-time, professional-level experience performing safety and/or emergency preparedness planning, development, coordination and maintenance, program administration/evaluation, and implementation. 

AND
License/Certification:

  • Possession of a valid California Class C driver’s license. 
  • Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate. 
Special Requirements:

  • Must be able to use a respirator.
  • Must be able to obtain and maintain security clearance. 
  • Completion of IS-100, 200, 700, & 800 within 12 months of appointment. 
  • Within 18 months of appointment, complete/possess one of the following:
    • (1) an Emergency Management Certificate Program offered by the California Governor’s Office of Emergency Services (Cal OES) or from an equivalent recognized organization, or
    • (2) Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) issued by the International Association of Emergency Managers (IAEM), or from an equivalent recognized organization. 
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
