DESCRIPTION

Under administrative direction, to plan, organize, coordinate, and direct the operation of the Building Maintenance Department (BMD) or Capital Programs (CP) of the General Services Agency; and, to do related work as required.  

 

DISTINGUISHING FEATURES  

Incumbents of this classification report to the Chief Deputy, General Services Agency and have responsibility for the operation of a department. The Deputy Director for BMD is responsible for maintaining all County buildings, real property management, real estate services, and electronic security and audio visual systems. The Deputy Director for CP is responsible for design and construction services and related professional engineering and architectural services for all County buildings and building systems. The Deputy Director for BMD or CP may oversee various programs and services (e.g., energy programs, environmental programs, and property and salvage).


EXAMPLES OF DUTIES

NOTE:   The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each level in the classification does not necessarily perform all duties listed.    

 

1.   Oversees, directs, and manages BMD or CP through supervising staff.  

2.   Plans, organizes, directs, evaluates, and coordinates the operations of BMD or CP.  

3.   Analyzes departmental operations to determine cost effectiveness, maintain   standards, and improve operations.  

4.   Plans, develops, and evaluates policies, procedures, initiatives, goals, and objectives.  

5.   Facilitates strategic and operational planning for the department.  

6.   Directs, plans, and participates in the preparation, administration, and control of the department’s budget; reviews division budget requests and establishes priorities.

7.   Ensures compliance with local, state and federal codes, regulations, and standards. 

8.   Interviews, selects, trains, supervises, motivates, evaluates, and disciplines subordinate staff.

9.   Oversees the performance of construction contractors and consultants. 

10. May act for the Chief Deputy or Director, General Services Agency in his/her absence.  

11. May represent the Agency as required before the Board of Supervisors or at governmental or public meetings.  

12. Provides technical and specialized consultation.  

13.  Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations.  

14. Directs the preparation and maintenance of various statistical, fiscal, and operational reports and studies. 

15. May act as ex-officio member of Veterans Memorial Buildings Commission.


MINIMUM QUALIFICATIONS
EITHER I 
Experience:

Deputy Director, Building Maintenance Department 
The equivalent of five (5) years of full-time experience in the class of Facilities Manager or Energy Program Manager, Environmental Program Manager, or Logistics Services Manager. 

Deputy Director, Capital Programs 
The equivalent of five (5) years of full-time experience in the class of Design and Construction Manager, Sustainability Program Manager, Energy Program Manager or Environmental Program Manager.
Or II 
Education
Possession of a bachelor’s degree from an accredited college or university in public administration, business administration, accounting, finance, marketing, economics, or in a related field.
AND
Experience:

Deputy Director, Building Maintenance Department
The equivalent of eight (8) years full-time professional-level supervisory and administrative experience, including directing building management operations or real estate functions of a department, budget preparation, and program management. 

Deputy Director, Capital Programs 
The equivalent of eight (8) years full-time  professional-level supervisory and administrative experience, including budget preparation; program management; and directing the design, construction, installation, or maintenance of a large variety of commercial and institutional facilities involving energy efficiency equipment, multi-faceted environmental risk assessment, or complex remediation issues.

Substitution:

Certificate:
Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may be substituted for six (6) months of the required experience in either pattern I or II above.

Education
Possession of a master’s degree from an accredited college or university may be substituted for two (2) years of the required experience in pattern II above. 


License:

All candidates must possess a valid California Motor Vehicle Operator's license. 


NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
