DESCRIPTION

Under administrative direction, plans, organizes, coordinates, and directs the operation of the Detention Facilities Operations Division of the General Services Agency; and performs related work as required.    

DISTINGUISHING FEATURES  

The Deputy Director of Detention Facilities Operations is a single-position class reporting to the Chief Deputy of Operations, General Services Agency. This position serves as a member of the senior management team. The Deputy Director of Detention Facilities Operations is responsible for maintaining all County correctional facilities, including the Alameda County Santa Rita Jail (SRJ) and Juvenile Justice Center (JJC). This position may oversee various programs, services, and projects.  

The Deputy Director of Detention Facilities Operations is distinguished from the lower-level class of Facilities Manager in that the latter manages the facility operation, maintenance and repair of County owned buildings and supervises first-line supervisors. Whereas, the Deputy Director of Detention Facilities Operations has overall administrative, project management, and policy development of the following functional areas in detention facilities: maintenance, engineering, electrical, plumbing, painting, carpentry, janitorial, and capital project management. This class is further distinguished from the higher-level class of Chief Deputy of Operations in that the latter has overall responsibilities for all divisions in GSA operations, including Detention Facilities Operations, Building Maintenance Department, Logistics Services, and Capital Programs.


EXAMPLES OF DUTIES

NOTE:    The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.

  1. Oversees, directs, and manages Detention Facilities Operations through supervising staff.
  2. Plans, organizes, directs, and coordinates operations and project management of Detention Facilities.
  3. Analyzes Detention Facilities Operations and programs to determine efficiency and effectiveness, maintain standards, and improve operations, including project delivery.
  4. Plans, develops, and evaluates policies, procedures, initiatives, goals, and objectives for Detention Facilities Operations.
  5. Facilitates, implements, and evaluates strategic planning initiatives for Detention Facilities Operations.
  6. Directs, plans, and participates in the preparation, administration, and control of the budget for Detention Facilities Operations; reviews division budget requests and establishes priorities.
  7. Ensures compliance with local, state and federal codes, regulations, and standards.
  8. Interviews, selects, trains, supervises, motivates, evaluates, and disciplines subordinate staff.
  9. Oversees the compliance and performance of construction contractors and consultants in Detention Facilities Operations.
  10. May represent the Chief Deputy of Operations in his/her absence.
  11. May represent the Agency as required before the Board of Supervisors or at governmental or public meetings.
  12. Provides technical and specialized consultation.
  13. Develops strategic partnerships and contacts with community representatives, external agencies, and other organizations.
  14. Directs the preparation and maintenance of various statistical, fiscal, and operational reports and studies.

MINIMUM QUALIFICATIONS

Education:  

Possession of a Bachelor’s degree from an accredited college or university in facilities management, business administration, public administration, architectural, electrical, mechanical, civil/structural engineering, or in a related field.  

AND  

EITHER I  

Experience:  

The equivalent of five (5) years of full-time experience in the class of Facilities Manager, Energy Program Manager, Environmental Program Manager, Capital Programs Manager, Strategic Facilities Capital Planning Manager, or Logistics Services Manager in the Alameda County classified service.  

(Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may be substituted for six (6) months of the required experience in pattern I above.)  

OR II  

Experience:  

The equivalent of eight (8) years full-time professional-level supervisory and administrative experience, including: Directing building management operations; Budget preparation; 5 years of program management in a detention facility; and experience directing the design, construction, installation, or maintenance of a large variety of commercial and institutional facilities involving energy efficiency equipment, multi-faceted environmental risk assessment, or complex remediation issues is desirable.    

(Possession of a Master’s degree from an accredited college or university may be substituted for two (2) years of the required experience in pattern II above.)   

License:  

All candidates must possess a valid California Motor Vehicle Operator's license.  

NOTE:    The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
