DESCRIPTION
Under close supervision at the lower level and under general supervision at the higher level, incumbents are assigned a variety of administrative duties to provide coverage for for special projects, long-term leave, related temporary staffing needs or to temporarily fill a vacant position during a recruitment process.

DISTINGUISHING FEATURES

This class is composed of positions that are filled on a temporary basis through the Alameda County Temporary Assignment Pool (TAP). The Human Resource Services Department (HRS) employs positions in this class and the HRS Tap Unit schedules the assignments. Human Resources will be responsible for placing incumbents on assignments within Alameda County departments and agencies. The duration of an assignment may vary from a minimum of four hours to several months depending on the need. The assignment or project can be terminated at any time and incumbents may be released from the job on relatively short notice. The Administrative Specialist - SAN (TAP) differs from the regular full-time administrative classifications in that the latter perform the full range of duties assigned to a regular county administrative classification whereas the former performs duties on a temporary basis.

EXAMPLES OF DUTIES
Experience

The equivalent of two years of full-time experience in a para-professional, professional, or administrative capacity, which included fiscal, budget, or personnel management activities. (Attendance at an accredited college or university with major work in a relevant field may be substituted for the required experience on a year-for-year basis.)

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

MINIMUM QUALIFICATIONS
Knowledge of:

· Principles of public administration.
· Practices and techniques of administrative analysis and report preparation.
· Computer applications related to the work.
· Budgetary and financial record keeping techniques.
· Office administrative practices and procedures, including records management and the operation of standard office equipment.
· Basic public personnel, purchasing and contract administration practices.

Ability to:

· Plan and conduct administrative, organizational and operational studies.
· Research, compile and summarize varied information, evaluate alternatives and reach sound conclusions.
· Interpret, explain and apply complex policies, regulations and procedures.
· Plan, assign and review the work of a small staff on a project or day-to-day basis.
· Prepare clear and accurate reports, correspondence, procedures and other written materials.
· Represent the department and the County in meetings with others.
· Organize and prioritize work and meet critical deadlines.
· Maintain accurate records and files.
· Exercise sound independent judgment within established policies and guidelines.
· Establish and maintain effective working relationships with those contacted in the course of work.
