DESCRIPTION
|
Under the direction of the Director of Public Works, to develop, plan and organize the implementation of management policies and service delivery programs within the Public Works Agency; to analyze and interpret agency policies, procedures, programs and management practices and operations; to facilitate employee development within the agency, and to perform related duties as required.
DISTINGUISHING FEATURES This is a single class in the Public Works Agency. The incumbent is responsible for all phases of policy and program development and analysis and acts as liaison between Agency staff, County staff and community groups. |
EXAMPLES OF DUTIES

1. Performs research, compiles and analyzes information/data regarding a variety of administrative, management and organizational issues; develops or assists in developing recommendations and/or course of action. 2. Prepares, or assists in the preparation, of a variety of management reports. 3. Writes, or assists in writing, final reports and documentation for evaluation by administrative and/or management staff; presents reports, including formal presentations to groups. 4. Performs analysis for development of administrative, management, program and organizational policies and procedures; analyzes existing policies, procedures and work practices; analyzes the effect of proposed and existing legislation, regulations and law on organizational policies and procedures. 5. Plans, directs, reviews and evaluates the work of a small professional staff; trains staff in work procedures; recommends staff selection and implements discipline as required. 6. Prepares policies, procedures and other written documentation; monitors legislative and regulatory changes that may affect agency operations and recommends necessary changes. 7. Serves in a consultative role to departmental management on administrative and related issues and strategies; provides significant input into policy, operational and service delivery decisions; assists line management in the implementation and facilitation of policy and programmatic changes. 8. Represents the agency or department and serves as liaison with other County departments and agencies in areas of mutual concern; confers with representatives of governmental, business and community organizations and the public; may serve on a variety of task forces. 9. Interprets and applies a variety of policies, rules and regulations; provides information which may require tact and judgment to employees and others. 10. Operates a variety of standard office equipment, including a word processor and/or computer; may drive a County or personal vehicle to attend meetings. 11. Supervises work of subordinate staff; assigns and reviews work, recommends on hiring and discipline. 12. Acts in the capacity of the Agency’s Public Information Officer; writes community relations material. |
MINIMUM QUALIFICATIONS
|
Education:
Possession of a Bachelor’s degree in Public Administration, Business Administration, Public Policy or related field. Experience: Possession of sufficient knowledge and ability to perform assigned functions, typically gained by the equivalent of four years of increasingly responsible management-analysis experience including planning, evaluation, and development of programs or policies. One year of full-time supervisory experience. Special Requirements: Incumbents in this classification may be required to work some evenings and weekends. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
