DESCRIPTION
Under general direction, to provide supervision for financial and administrative services and operational support functions in County departments or agencies; to provide complex professional-level services in the areas of budget development and processing, contract negotiation and administration and grants management; to facilitate the implementation of a variety of programs and projects; and to do related work as required.

DISTINGUISHING FEATURES

In addition to the provision of complex budget, contract, grant, and financial services, responsibilities of this class emphasize the line supervision of large clerical or technical support staff through subordinate supervisors. Assignments, particularly the operational supervisory roles, vary widely, but all positions are found in departments with multiple budgets and funding sources and/or extensive contracts with various service providers or community-based organizations. This class differs from Financial Services Officer, which has full management responsibility for financial services for an agency or department, and, in addition, typically supervises a staff of professional and/or paraprofessional employees.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Supervises the work of a large clerical and/or technical support staff through subordinate supervisors; plans, supervises, reviews and evaluates the work of staff; provides for the training of staff in work procedures.

2. Recommends selection of staff; recommends and implement discipline as required.

3. Makes revenue and expenditure projections for multiple budgets with diverse funding sources; compiles figures, prepares justifications and coordinates the overall budget development process.

4. Reviews claims for reimbursement prior to submission to funding agencies for completeness, accuracy and compliance with regulations, policies and procedures; contacts claim originators if questions or issues arise; makes required corrections so as to maximum legitimate reimbursable claims.

5. Acts as liaison between the department and the County on financial matters with direct service providers and CBO's; provides authoritative assistance to such individuals and groups to ensure that program guidelines are being fulfilled.

6. Prepares grant requests and implementation documents afterward; maintains records and submits reports to the funding agencies or organizations; answers questions and provides information during the auditing process.

7. Plans and conducts complex financial, administrative or operational studies; determines information gathering processes; obtains required information for analysis; evaluates alternatives and makes recommendations; prepares reports and makes presentations.

8. Monitors departmental or agency expenditures; reviews and approves invoices for payment; ensures proper allocation of expenditures to the appropriate fund or allocated among multiple funds; determines the availability of funds; reviews expenditure reports, prepares tracking and summary reports and transfers funds as required.

9. Interprets and applies a variety of complex policies, rules and regulations; provides information which requires tact and judgment to employees and others.

10. Performs such general administrative tasks as drafting and modifying policies and procedures, preparing letters to the Board of Supervisors, assisting with personnel, purchasing and other functions and coordinating activities of the unit with those of other departments.

11. Prepares a variety of correspondence, periodic and special reports, procedures and other written materials; may access varied data bases or use information from various sources to prepare such materials; uses computer software to develop and maintain databases and spreadsheets.

12. Operates a variety of standard office equipment including a word processor and/or computer; may drive a County or personal vehicle to attend meetings.

MINIMUM QUALIFICATIONS
EITHER
Experience:

The equivalent to two years of full-time experience at the level of or higher than the class Financial Services Specialist II in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).

Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may be substituted for six (6) months of the required qualifying experience for the internal patterns.

OR
Education:

The equivalent to graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, economics, financial planning or a field related to the work.


Education:

(Additional professional or paraprofessional financial planning and support experience may be substituted for the education on a year-for-year basis.)

Experience:

The equivalent to two years of full-time professional-level experience in independently performing financial planning or analysis, budget development and processing, contract negotiation and administration and/or grants management at a level equivalent to or higher than the County class of Financial Services Specialist II in the Alameda County classified service. Some prior lead or supervisory experience is desirable.

License: Possession of a valid California Motor Vehicle Operator’s license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
