DESCRIPTION
|
Under general direction, to provide supervision for administrative and operational functions in County departments or agencies; to provide complex professional-level operational, systems and administrative services to the County department or agency to which assigned; to facilitate the implementation of a wide variety of programs and projects; and to do related work as required.
DISTINGUISHING FEATURES In addition to the provision of administrative services in specified areas, responsibilities of this class emphasize the line supervision of a large clerical or technical support staff through subordinate supervisors. Assignments vary widely, from the direction of library branch circulation services to the provision of translation services in various medical facilities to the oversight of building management, food service, printing and reproduction, mail, storekeeping and related operational services for a major agency or department. This class is distinguished from Administrative Services Officer, which has full management-level responsibility for the provision of all administrative services for a department, and, in addition, typically supervises a staff of professional and/or paraprofessional employees. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Supervises the work of a large clerical and/or technical support staff through subordinate supervisors; plans, supervises, reviews and evaluates the work of staff; provides for the training of staff in work procedures. 2. Recommends the selection of staff; recommends and implements discipline as required. 3. Participates in the planning and budget development processes for the unit to which assigned; makes expenditure projections for the annual budget; monitors expenditures and requests fund transfers. 4. Assists with personnel aspects of the function, including recruitment of staff and volunteers, planning and conducting orientation and training sessions and interpreting rules and regulations to subordinates. 5. Authorizes the purchase of materials and supplies; coordinates the maintenance of facilities and equipment; may be required to respond to facility emergencies. 6. Plans and conducts administrative or operational studies; determines information gathering processes; obtains required information for analysis; evaluates alternatives and makes recommendations; prepares reports and makes presentations. 7. Acts as liaison for the unit to which assigned with other County departments, representatives of other organizations, program participants and the public; serves on a variety of committees and task forces. 8. Interprets and applies a variety of policies, rules and regulations; provides information which may require tact and judgment to employees and others; represents the unit and the County in meetings as required. 9. Performs such administrative tasks as developing and implementing policies and procedures and coordinating activities of the unit with those of other departments. 10. Prepares a variety of correspondence, periodic and special reports, procedures and other written materials; may access varied data bases or use information from various sources to prepare such reports. 11. Operates a variety of standard office equipment including a word processor and/or computer; may drive a County or personal vehicle to attend meetings. |
MINIMUM QUALIFICATIONS

EITHER
Experience: The equivalent of two years of full-time experience at the level of or higher than the class of Administrative Specialist II in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts). Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience for the internal patterns. OR Education: The equivalent of graduation from a four-year accredited college or university (180 quarter units or 120 semester units) with major coursework in business or public administration, or a field related to the work. (Additional professional or paraprofessional administrative services experience may be substituted for the education on a year-or-year basis.) Experience: The equivalent of two years of full-time professional-level experience in independently planning, organizing and conducting administrative or management studies and providing ongoing administrative services at a level equivalent to the Alameda County classified service of Administrative Specialist II, preferably in a public agency setting. Some prior lead or supervisory experience is desirable. License: Possession of a California Motor Vehicle Operator’s license. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
