DESCRIPTION
Under direction, to plan, manage, direct, and coordinate all matters concerning building and facility activities for a County department or agency; work with executive departmental management staff to identify facilities related requirements, coordinate with internal departments to facilitate moves and renovations, and/or new facility planning and development, participates in long range facility planning and is responsible for coordination with the General Services Agency (GSA) staff on facility move implementation and redesign; supervise paraprofessional and/or professional subordinate employees providing support to building and facilities activities and to do related work as required.

DISTINGUISHING FEATURES

This supervisorial class will generally work independently and coordinates with GSA on professional level administrative and planning work associated with facility planning, development and moves, move related budgeting and procurement of services and staffing logistics. The incumbents in this classification are working supervisors who will be fully responsible for managing all of the departmental facilities activities of an Agency or department. The incumbents of these positions report to an agency executive manager within the respective Agency or department.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Directs and supervises all facility planning and development for an individual agency or county department.

2. Reviews internal capital projects needs requests, and makes recommendations concerning potential capital projects strategy to the appropriate department executive level staff.

3. Plans for, recommends and coordinates implementation of capital projects to meet long-term staffing needs.

4. Reviews and administers building remodel and redesign requests, and advises on internal Department/Agency feasibility and planning.

5. Identifies facilities related requirements and coordinates with GSA on the preparation of cost estimates, construction plans, remodeling plans and specifications. oordinates construction work, building services and maintenance on buildings.

6. Works closely with the General Services Agency, the County Administrator's Office, Consultants, architects, and developers concerning project feasibility, site and building acquisitions, facility design and facility construction and modification.

7. Supervises, assigns, directs and reviews the work of subordinate staff.

8. Coordinates building project activities with appropriate local building manager or designee, and reviews the facilities related requests made by those staff.

9. Participates in and may oversee Safety Committee meetings and safety efforts.

10. May monitor and make recommendations on maintenance and deferred maintenance at facilities.

11. Obtains manager and staff input and assesses work environment improvements.

12. In emergency situations involving facilities, staff and customers, works closely with supervisory and executive manager of relevant agencies and departments to gather objective information to reach determinations on building closures, shelter in place and return to work issues.

13. May participate in disaster recovery, emergency operations or exercises as department representative or as part of a team.

MINIMUM QUALIFICATIONS
Education:

Possession of a Bachelor's degree from a four-year accredited college or university (180 quarter units or 120 semester units) with a major in Facilities Management, Business Administration, Public Administration, Real Estate, Planning and Development, Construction Management or a closely related field.

And
Experience:

The equivalent of three (3) years of full-time professional level relevant experience independently providing complex administrative or management services, which included planning, organizing and conducting high level administrative, organizational or related studies preferable related to development and management of capital projects, renovation or remodeling of commercial structures. One year of the required experience must have included supervision of staff.

(Additional professional administrative services comparable to above qualifying experience may be substituted for the education on a year-for-year basis but will not substitute for the supervision experience.)

License:

Possession of a valid California Motor Vehicles Operator's License.
