DESCRIPTION
Under administrative direction, to plan, organize, and direct the general administrative services for the Public Works Agency, to assist in the determination of overall policy for the functions to which assigned and participate in development and implementation of policy for the Agency as a whole; and to do related work as required.

DISTINGUISHING FEATURES

The Management Services Administrator, Public Works is a single-position class reporting to the Agency Director. It differs from the class of Assistant Director in that the Assistant Director acts as the principal assistant to the Director with agency-wide responsibilities. The Administrator differs from the class of Deputy Director, Public Works in that the latter is responsible for the engineering and operational activities for a functional group of divisions within the agency, whereas the former is responsible for administrative and support aspects of agency activities.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Confers with executive staff and other managers concerning the administrative needs and requirements of programs, policies, rules and regulations; makes recommendations on administrative policies and procedures; implements policy changes; devises procedures for agency wide administrative activities.

2. Directs the agency-level human resources services including all recruitment activities, employee relations and development, investigations, disability and workers’ compensation management, and training. 3. Directs the agency-level accounting and finance programs including payroll, payables, receivables, trust and cost accounting.

4. Designs and implements budget procedures and develops and administers the annual budget in cooperation with the other department heads; advises the Agency Director regarding trends, audits or problems related to any budgets; prepares budget justifications and reviews with County Administrator's staff.

5. Oversees administrative and office services including facilities management, capital asset inventory, procurement of supplies and equipment, and mail services.

6. Directs the agency-level information systems including server operations and maintenance, helpdesk operations, database administration and contract management.

7. Oversees the agency-level media and public information office and the community and business outreach programs in support of the capital improvement program.

8. Analyzes operations to determine cost effectiveness, maintains standards and makes improvements; may work on special projects or assignments for the Agency Director.

9. May direct the agency-level contract compliance oversight, including bid analysis, assuring agency compliance with State and Federal administrative regulations and guidelines.


MINIMUM QUALIFICATIONS

Education

Possession of a bachelor’s degree from an accredited college or university in a field related to the work performed in this position. (Additional administrative managerial experience comparable to the duties for this position may be substituted for the education on a year-for-year basis.)

AND

Experience

The equivalent of five years of full-time increasingly responsible administrative managerial experience which included analyzing, making recommendations, and facilitating the implementation of change for organizational, procedural, program, budget or personnel management. Three years must include supervisory experience. (Experience in public sector financing and human resources is highly desirable.)

License:

Possession of a valid California Motor Vehicle Operator's license.
