DESCRIPTION
|
Under direction from the Local Agency Formation Commission (LAFCo) Executive Officer, the LAFCo Analyst conducts a variety of special projects and assignments involving research, data collection and analysis, makes appropriate recommendations; prepares detailed and concise reports and performs needed administrative support tasks.
DISTINGUISHING FEATURES This is a single position classification located in the County Administrator’s Office for personnel and administrative purposes. The LAFCo Analyst works under the direction of the LAFCo Executive Officer and performs the full range of analytical, technical and support services for LAFCo. The LAFCo Analyst will serve as project manager for assigned studies to evaluate the availability, adequacy, and performance of local governmental services relative to current and future community needs. This includes performing analysis in evaluating and projecting demographic, service, and financial trends. The incumbents will also be tasked with performing general staff support services ranging from processing boundary change proposals to representing the agency before other boards and organizations.

EXAMPLES OF DUTIES
|

1. Conducts analysis work on a variety of special projects involving research, data collection and other tasks related to the operation of Alameda LAFCo; 2. Performs a variety of responsible and specialized technical services involving administrative, financial, legislative, data and systems analysis; 3. Review and analyzes proposals; prepares detailed and concise reports and presents recommendations for appropriate actions, either in written or oral form; 4. Perform basic to intermediate qualitative and quantitative analysis in tracking demographics, service capacities, and financial resources; 5. Contributes to the preparation of special studies involving inter-jurisdictional and inter-departmental coordination; 6. Researches and analyzes proposed legislation and administrative regulations; 7. Keeps the Executive Officer informed of changes and administrative regulations affecting overall operations of the agency; 8. Assists with administrative functions, including the development of the agency budget, fee schedules and surveys; 9. Perform routine work in various phases of processing applicant proposals for boundary changes, outside service extensions, and reorganizations of local government agencies; 10. Assist in the review and formulation of policies and procedures; 11. Prepares reports and make recommendations on policies, procedures and programs; 12. Researches, analyzes and prepare agenda items for presentation to the Commission; 13. May manage content for agency website; 14. Makes presentations before governing bodies; 15. May serve as support staff to panels and committees; 16. Explain policies and procedures to the public and assist with related questions, issues, and/or concerns; 17. Develops and maintains agency's records management systems; 18. Provides associated administrative support as needed to fully execute the duties of the position; |
MINIMUM QUALIFICATIONS
|
Education: Possession of a Bachelor’s degree in public administration, urban or regional planning, economics, business administration or a related field. AND Experience: The equivalent of two years of full time professional experience in land use planning, administrative, organizational or financial analysis.
Expertise in the Cortese-Knox local Government Reorganization Act of 2000 and California Environmental Quality Act (CEQA), understanding of tax laws, expertise in budget analysis, preparation and management is required.
LAFCo work experience or experience working in a city or county planning or public administration is highly desirable.
