DESCRIPTION
|
Under general direction, to plan organize, manage and perform review of the County's Grants Program; to coordinate, plan and carry out County activities in the major functional responsibilities of the County Administrator; and to organize and direct special projects and studies of major significance. The Grants Program Manager performs analytical work and makes policy recommendations on the County's Grants Program; represents the County Administrator's Department in dealing with other departments, government agencies or interested community groups; and performs related work as required.
DISTINGUISHING FEATURES The Grants Program Manager is a one position class in the County Administrator's Office and is assigned lead responsibility for the Grants Program, provides support as assigned for legislative activities under the purview of the Personnel/Administrative/Legislative Committee, and other duties as assigned. |

1. Manages the activities of the County Grants Program. 2. Plans, organizes and directs organization and systems study of the County Grants Program; directs the preparation and provides reports and recommendations. 3. Conducts periodic review within program and functional area and prepares recommendations; provides financial information, analysis and summaries for periodic reports to the Board of Supervisors, the County Administrator, the Grants Development and Management Workgroup and the Personnel/Administrative/Legislative Committee. 4. Investigates and makes recommendations in connection with County departmental and inter-departmental grants operations, including policies, function, organizational structure, and record-keeping procedures and assists operating departments' grants staff in application of revised procedures. 5. Assists in identifying Countywide barriers to grant implementation. 6. Provides grants coordination with Washington and Sacramento Legislative Representatives and departmental grant contacts in order to respond to any grants inquiry or issue from the County Administrator, Board Member, or Grants Workgroup: • Consults with, interprets and advises Agency/Department Heads and managers on matters pertaining to grants and County policies and procedures • Keeps current of all grant trends/activities that may impact County government operations, programs or fiscal standing • Maintains liaison with other County departments, counties, governmental agencies, community groups and representative organizations • Develops forms, guidelines and procedures for the development, approval and evaluation of Agency/Departmental grant proposals. Evaluates the Grant Program to insure goals are met • Establishes training programs for employees and community-based organization’s (CBOs) staff to ensure an effective County Grant Program 7. Oversees grant information system providing grant tracking as part of on-line grants system and grants analysis • Oversees review and dissemination of federal and State grant announcements for impact upon Alameda County as well as legislative proposals having a direct impact on grants management • Conducts Grants Information System (GIS) training for CBOs • On-line grants management 8. Staffs the Grants Workgroup and its standing committees 9. Oversees administration of Grants Resource Center 10. Provides analytical and technical expertise and, as directed, makes recommendations on issues involving the County, specifically in the assignment related to the areas of grants and intergovernmental relations as it relates to grant collaboration. 11. Provides coordination and analysis of federal and State grant announcements and development of recommended County positions on issues of import to Alameda County. 12. Performs duties as required by the County Administrator. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of one year of experience performing the duties of an Administrative Analyst in Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) in either of the following two areas or combination thereof: A) Supervising members of a project task force. B) Regularly handling the most complex projects, which require unusual expertise, sensitivity of handling, and independence of judgment not normally found in most assignments. Or The equivalent of three years of experience as an Administrative Analyst in the Alameda County classified service. Or II Possession of a Bachelor's Degree from an accredited college or university; and four years of increasingly responsible experience in a public or private organization performing duties which included the supervision of a professional staff performing management analyses and administrative surveys, including organizational, procedural, and fiscal studies requiring the preparation of reports with recommendations. (Four additional years of related experience may be substituted for the degree requirement.) NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination. |
