DESCRIPTION

Under general direction, manage the cable television franchise administration for the unincorporated areas in Alameda County; assist in the County's State and federal legislative program as well as the public information program regarding activities of Alameda County and to perform related duties as required.
DISTINGUISHING FEATURES This single position class is located in the office of the County Administrator and is primarily charged to manage the cable television /franchise administration in accordance with federal law and regulations and County ordinances and perform related duties The incumbent assists in the implementation of the County-wide public information and legislation programs in coordination with agencies/ departments. This position is distinguished from the class of Administrative Analyst due to its specialized focus upon Cable TV franchise administration, public information and legislation whereas the latter classification is focused upon the review and analysis of County operating departments’ budget and operation. |
EXAMPLES OF DUTIES

1. Manage and administer the cable and related telecommunications franchises for the unincorporated areas in Alameda County. 2. Develop and maintain a positive working relationship with franchises to ensure the management and enforcement of federal law, related regulations and County ordinances. 3. Negotiate cable television/telecommunications franchises and related agreements and make recommendations to the County Administrator for Board action. 4. Analyze proposed legislation and county, state, federal regulations pertaining to cable television and related issues and make recommendations to the County Administrator. 5. Represent the County at meetings, conferences, conventions, and gatherings of civic groups on cable television, telecommunications, public information, legislation and other issues as assigned. 6. Respond to inquiries and customer complaints regarding cable television services, operators, franchises, and other issues as needed. 7. Review and make recommendations on cable television/franchise administration/, telecommunications, legislation, and public information and other related matters submitted for the Board of Supervisors' agenda. 8. Provide public information assistance for County Administrator's Office and department or agency heads as requested and advises them on appropriate media strategy. 9. Assist and provide back up to the County Public Information Officer as part of the County's Emergency Preparedness Response Plan. 10. Assist in the development of methods of informing the public and employees regarding types and level of services provided by the County; prepare news releases, bulletins, and other publications or material for dissemination to the public and the media as assigned. Function as the County Film Coordinator. 11. May act as liaison and as a resource person with other County departments, government agencies and interested community groups. 12. May assist in the review of budget requests, provide recommendations, monitor expenditures, operations and programs of County departments as assigned. |
MINIMUM QUALIFICATIONS

Education:
Possession of a bachelor's degree from an accredited college or university with a major in business administration, public administration, public relations, marketing or a closely related field. And Experience: The equivalent of two years of full-time professional level experience with cable television/franchise administration, public information, and/or legislative programs or in a position, which would demonstrate possession of the knowledge and abilities required for this class. (NOTE: Additional professional level experience may be substituted for the required education on a year-for-year basis.) NOTE: The Civil Service Commission may modify the above minimum qualifications in the announcement of an examination. |
