DESCRIPTION

Under policy direction of the Local Agency Formation Commission (LAFCo), the Executive Officer is responsible for administering the day-to-day business of the Commission including supervision of staff and reviewing and analyzing all proposals.  The incumbent will perform administrative, technical, statistical and management analysis and make recommendations on technical and complex fiscal, policy, and programmatic issues and requests, and to do related work as required.

 

DISTINGUISHING FEATURES 

This is a single position classification has full management responsibility for Alameda LAFCo, supervises LAFCo staff and plans, manages, coordinates and evaluates varied functions of the Commission including formulating and implement policies and procedures, developing operating objectives and standards, and providing advisory services to the Commission in fulfilling its regulatory and planning responsibilities, act as a liaison between the Commission, public and other government agencies.  The LAFCo Executive Officer takes policy direction from the Commission and reports to the County Administrator on personnel and administrative matters.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in these classifications. However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.  

 

1.  Prepares staff analyses, reports, proposes findings and other agenda materials for the LAFCo Commission such as boundary proposals, sphere of influence amendments, and municipal service reviews.

2.  Reviews and comments on regional plans, city general plans, and environmental reviews.

3.  Acts as a liaison with state/local agencies and special districts, the public and community groups.

4.  Reviews, reports and makes recommendations on state legislation.

5.  Calls and notices Commission meetings in accordance with the LAFCo policies and procedures.

6.  Prepares mailings, filing, publishes and keeps records of agendas, notices and other required official documents on behalf of the LAFCo Commission.

7.  Assists in mapping and GIS.

8.  Coordinates with legal counsel on legal issues and other matters that may require opinion from counsel.

9.  Responds to inquiries and provides information and technical assistance to interested public agencies and individuals.

10.  Provides supporting fiscal services such as the management of LAFCo financial accounts, processing of payment of Commission charges and expenses, and the preparation of required reports.

11.  Plans, organizes and directs the activities of staff in the receiving, processing and analyzing of applications and petitions for LAFCo action, holds regular staff meetings to discuss and provide general agency direction.

12.  Represents LAFCo matters before various public and private policy making boards and agencies and makes presentations to LAFCo or other local governments at public hearings.

13.  Acts as liaison between the Commission, the public and other governmental agencies; develops public participation and outreach processes and explains LAFCo laws, policies and procedures to the public, explains LAFCo laws, policies and procedures.

14.  Conduct fiscal and financial management practices and budgetary principles.


MINIMUM QUALIFICATIONS

Education:

Possession of a Bachelor’s degree in public administration, urban or regional planning, economics, business administration or a related field.  

AND

Education:  

The equivalent of four years of full time professional experience in land use planning, administrative, organizational or financial analysis.  

 

Expertise in the Cortese-Knox local Government Reorganization Act of 2000 and California Environmental Quality Act (CEQA), understanding of tax laws, expertise in budget analysis, preparation and management is required.

 

LAFCo work experience or experience working in city or county planning or public administration is highly desirable.
