DESCRIPTION

Under general direction, to plan, develop, organize and direct the activities and staff on Alameda County initiatives sponsored by the Board of Supervisor, the County Administrator or another County designee; introduces countywide policy and legislative activities, in support of specific initiatives; will lead strategic planning efforts with County agencies/departments and outside sources to develop initiatives; and to do related work as required.

DISTINGUISHING FEATURES

This class exercises full authority for making decisions and implementing Countywide Initiative programs as directed by the Alameda County Board of Supervisors and/or County Administrator. The incumbent serves as the primary liaison to Alameda County departments/agencies, cities, community based providers and advocacy groups on Alameda County sponsored initiatives. This position is responsible for engaging stakeholders to strategically redirect existing resources and maximize investments to meet the goals of the specified initiatives. This position will coordinate professional resources to provide stakeholders with the necessary training, consultation, and technical assistance as needed in support of a particular initiative. The incumbent may be responsible for oversight of staff assigned to work on specific countywide initiative program or programs.

Positions in this class are subject to a limited term provisional appointment; incumbent appointment can be up to five (5) years, maximum.


EXAMPLES OF DUTIES

NOTE: The following are duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Directs and oversees staff in the development of plans, goals, objectives, policies and procedures for implementation of County initiatives; reviews initiative proposals or plans to determine time requirements and allotment of available resources to various phases of the initiative.

2. Directs and coordinates activities across the County to ensure that initiatives progress on schedule and within projected budget; reviews status reports prepared by staff and modifies schedule or plan as required.

3. Employs organizational development strategies to build effective teams and partnerships among diverse stakeholders.

4. Obtains, compiles, and analyzes data necessary for planning.

5. Conducts policy analysis and develops recommendations regarding initiatives that are being pursued by the County; prepares policies and procedures to implement Board of Supervisors and management decisions.

6. Coordinates with government agencies on matters necessary to expedite specific initiatives; facilities and troubleshoots the solution of problems associated with designing, implementing, leading and completing initiatives.

7. Establishes and maintains contacts with internal and external constituents, boards, committees, and commissions to provide information and support for initiatives, and ensure the initiative meets the needs and regulatory guidelines; chairs initiative management meetings; prepares status reports for the Board of Supervisors, County Administrator’s Office, and other legislative bodies.

8. Confers with management and provides technical advice on the potential impacts of the initiative on such areas as organization, staffing, processes, and to assure smooth functioning of newly implemented systems and/or procedures.

9. Represents the County in meetings with and presentations to other departments, governmental and community organizations and the public.

10. Analyzes proposed legislation and reviews analyses prepared by others; evaluates the impact upon County operations and drafts policy and procedural changes as required.

11. May be responsible for a variety of community-oriented programs which involves oversight of personnel related to a particular initiative.

12. Identifies issues and sources of potential difficulty or conflict in the administration of Countywide Initiatives, and management; analyzes; evaluates and develops recommendations to resolve issues.

13. Performs other duties as assigned within the classification.


MINIMUM QUALIFICATIONS
Either I

Education:

Possession of a Bachelor’s Degree from an accredited college or university in Public Administration, Business Administration, Public Policy, or a related field.

AND

Experience:

The equivalent of five years of increasingly responsible full-time experience in a public or private organization performing duties such as management analyses; including organizational, procedural, and fiscal studies requiring the preparation of reports with recommendations. Two years of required experience must also include the responsibility of planning, developing, and managing initiatives, policies or procedures.

OR II

Any combination of training, education, or experience that will provide the knowledge and abilities listed below is qualifying.
