DESCRIPTION

Under general direction from the County Administrator or the Deputy County Administrator, collaborates with the County Administrator’s Office and department heads to achieve efficient and effective operations; assists in planning, organizing, and reviewing the activities of specific County programs or operations in areas having major impact on County resources and policies, such as County Administration, Economic and Community Development, Finance and Debt Management, Budget Planning and Maintenance, Policy and Legislative activities, strategic management, and intergovernmental services.  Relieves the County Administrator’s Office of administrative detail by performing highly responsible and complex high level staff work to achieve collaboration and efficiency; maintenance of the County budget and various financing programs; advise and assist the County Administrator and the Deputy County Administrator in establishing funding priorities, determining service levels, maximizing County revenue resources, and allocating budget resources; advise and assist the County Administrator in structuring bond financing options; assist in developing and implementing goals, policies and priorities, supervises division staff, and to perform related work as required.    

DISTINGUISHING FEATURES    

Positions in this classification will assist with the planning, organizing and directing either the fiscal, legislative and strategic planning activities of the County including assisting in directing the development of the County budget, evaluating fiscal and budgetary procedures and policies and coordinating the fiscal activities of all County departments to assure maximum effectiveness of County resources; directing the development and execution of the County strategic plan and legislative agenda; and the initiation and coordination of interagency collaborations and internal/external partnerships.  

The Assistant Deputy County Administrator is distinguished from the class of Principal Administrative Analyst by its direct managerial responsibility over lower level professional, technical, analytical and other staff within the County Administrators’ Office  and by its primary planning and management responsibility for and specialized focus on County Administration, Economic and Community Development, Finance and Debt Management, Budget Planning and Maintenance, Policy and Legislative activities, strategic management, and intergovernmental services program areas.  May directly or indirectly supervise Principal Administrative Analysts.  Principal Analysts, in contrast, may perform budget review and coordination for a group of County departments, perform special projects and studies, supervise Administrative Analysts and other CAO staff and/or perform activities in the other major functional responsibilities of the County Administrator’s Office.


EXAMPLES OF DUTIES

NOTE:     The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.  

  1. Performs specialized financial functions; prepares the County budget; develops financing programs and strategies for capital improvements and insurance programs, i.e., worker’s compensation.
  2. Serves as the liaison in budgetary matters with other agencies and organizations; counsels departments on budgetary and administrative problems; instructs new employees in the County budget process.  
  3. Develops long-range fiscal planning programs, including economic forecasting and analyses; maintains and improves upon systems for projecting County financial resources and requirements.
  4. Monitors all capital financing projects involving the County; serves as a member of the County finance team.  
  5. Performs difficult analytical studies of organizational structures, systems, procedures, policies, practices, and techniques; proposes new administrative policies, organizational structures, and procedures, and reviews and amends final recommendations and reports.
  6. Studies statutory requirements relating to the operation of County departments and recommends more efficient ways of compliance, and the possible reinterpretation or amendment of certain requirements.
  7. Identifies and assesses the significance of new bills and amendments to specified legislation and selects significant issues for further review.
  8. Analyzes and tracks the status of legislation to ensure that County opinions, viewpoints and recommendations are communicated to the appropriate legislative advocates and County staff in a timely manner.
  9. Researches, compiles and summarizes data to write reports and legislative correspondence for signature by appropriate elected officials, executive or department representatives.
  10. Assists the County Administrator in planning and coordinating all County services and in reviewing and evaluating the activities of County departments.
  11. Assumes managerial responsibility for specific programs and broad areas of County administration.
  12. Develops and maintains thorough knowledge of the background and current status of policy matters concerning the Board of Supervisors, the County Administrator Officer, and the general conduct of County operations.
  13. Reviews, recommends, and expedites items submitted by departments to the Board of Supervisors.
  14. Recommends to the County Administrator, policy in general areas of legislation and with reference to specific legislative proposals.
  15. Supervises work measurement projects, detailed time studies and analysis of operations, performance standards and workload indicators, and the preparation of recommendations to the Board of Supervisors.
  16. Assigns, reviews and directs the work of the administrative and clerical personnel assigned to the County Administrator’s Office.
  17. Represents the County before federal, state, and local general government and regulatory agencies with respect to County matters.
  18. Monitors policy, regulations and legislation and confers with executive management of known or potential programmatic impacts; collaborates with department heads and executive/senior leadership to develop the County’s legislative agenda and to develop recommendations on the establishment of County programmatic policies.
  19. Tracks legislation and trends on an ongoing basis, coordinates and provides support to short-term and long-term strategic planning; communicates important timelines, progress, and related information to stakeholders inside and outside the County.
  20. Serves as a liaison with local, State and Federal officials, interfaces with the media, community partners, collaborates with other business units; establishes and maintains contacts and communications with internal and external constituents, boards, committees, commissions, non-profits, businesses, community, and county partners to build strategic relationships, provide information and create awareness on the various County  programs, services and related initiatives.

MINIMUM QUALIFICATIONS

Education and Experience:  

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:   

Education:  

Graduation from an accredited college or university with a bachelor’s degree in accounting, economics, public or business administration or a related field.  

AND  

Experience:  

The equivalent of five (5) years of experience in a wide variety of fiscal, administrative and managerial duties in a large, complex public agency including one (1) year of experience in a senior-level administrative or management position.
