Under general direction, to act as the chief assistant to the County Administrator, to plan, organize, direct, and coordinate the activities of the County Administrator's Office; and to do related work as required.
DISTINGUlSHlNG FEATURES This one-position class, located in the Office of the County Administrator, reports directly to the County Administrator and acts for him/her in his/her absence. He/she represents the County Administrator at meetings with various officials. legislative bodies, boards and commissions. The classes of County Finance Director, Diversity Programs Manager, Risk Manager and Principal Administrative Analyst report to the Assistant County Administrator or County Administrator and coordinate the County Administrator's involvement in each of the major County service programs and financial management. 1. Acts as the chief assistant to the County Administrator; represents him/her at meetings with administrative officials, legislative bodies, boards, commissions, civic clubs and various groups and organizations and the general public; explains policies, procedures and regulations on complex administrative problems; directs special projects and analyses of the most complex, difficult and sensitive nature. Acts for the County Administrator in his/her absence; represents the County Administrator before the Board of Supervisors in advising them on budgetary, legislative and administrative policies and matters. 2. Supervises the activities of the County Administrator's Office, recommends and establishes procedures, schedules and instructions for staff and departments; confers with staff and department heads on procedures and policies; provides general direction to staff on problems in connection with budget analysis, legislative analysis, administrative analysis and personnel practices and analysis and preparation of reports and recommendations; clarifies and interprets new or changed policies or procedures, evaluates the relative priority of work and reassigns as necessary. 3. Assists County Administrator in making major financial, administrative and policy recommendations to the Board of Supervisors. Under the general direction of the County Administrator, oversees the preparation of the annual budget message and other financial reports as requested. Establishes procedural guidelines for financial analysis and reporting. 4. Coordinates and directs special projects and studies; advises staff on work priorities and improved procedures; assigns and reassigns projects directly to staff and through subordinate supervisory staff as appropriate. |
EXAMPLES OF DUTIES

Either I
The equivalent of two years of full-time experience as a Principal Administrative Analyst or in an equivalent or higher level classification or three years of experience performing the duties of an Administrative Analyst in either of the following two areas or combination, thereof: I. Supervising members of a project or task force. II. Regularly handling the most complex projects which require unusual expertise, sensitivity of handling and independence of judgment not normally found in most assignments. Or II Experience: Possession of a Bachelor's Degree from an accredited college or university; And The equivalent of five years of increasingly responsible full-time experience performing administrative duties similar to those of a Principal Administrative Analyst, which required directing projects of major significance and complexity and the management and supervision of staff performing duties requiring substantial financial and policy analysis. (Four additional years of related experience may be substituted for the degree requirement.) NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
