DESCRIPTION

Under general direction from the Department Director and/or Employee Relations Manager, to develop, plan, organize and direct the activities and staff of the Employee Services Center; and to consult and advise Alameda County employees on benefits plans and other services provided within the Employee Services Center; and to perform related duties as required.
DISTINGUISHING FEATURES This single management/supervisory class is located in the Employee Relations Division of the Human Resource Services Department and reports to the Employee Relations Manager. It is distinguished from the lower classification of Employee Services Supervisor in that the latter is responsible for the direct day-to-day supervision of employees who provide benefit information while the Employee Services Administrator serves as Director of the Center and is responsible for developing, organizing and administering the Employee Services Center as well as the Benefits Administration Unit which provides employee benefits information and services to Alameda County employees. |
EXAMPLES OF DUTIES
|
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Directly supervises the work of professional and clerical support staff in the Employee Services Center. 2. Directs through subordinates, benefits tables, correct set-up configuration of benefits data and the various PeopleSoft Benefits Administration reports; analyzes and recommends the need for MARS Retroactive adjustments. 3. Reviews and assesses changes in union contracts, due to salary ordinance changes and Board of Supervisors Resolutions; determines approval action in updating/changing existing eligibility rules, benefit plans and program information. 4. Consults with Auditor-Controller to define earnings, time reporting and establishing leaves of absence procedures and benefits; coordinates and administers record systems for health benefits and employee services programs; acts as liaison with departmental representatives and other agencies regarding employee benefits. 5. Coordinates with the Auditor-Controller and general accounting staff in managing provider credit union, retirement, savings bonds, deferred compensation and parking deduction interfaces. 6. Assists and/or serves as liaison with staff of the Auditor-Controller in establishing W-2 reporting requirements, and payroll deductions; directs the preparation of periodic and special reports; develops policies and procedures; prepares a variety of correspondence. 7. Plans, supervises/directs, reviews and evaluates the work of professional, paraprofessional and clerical staff directly and through subordinate supervisors; recommends selection of staff; recommends disciplinary actions. 8. Develops and writes procedures pertaining to new or revised policies and procedures. Gives presentations on new or revised policies, systems and procedures to various levels of staff in the County. |
MINIMUM QUALIFICATIONS

Either I
Experience: The equivalent of four years full-time experience in the class of Employee Services Supervisor in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II Education: Possession of a Bachelor’s Degree from an accredited college or university in Business Administration, Public Administration or in a related field. And Experience: The equivalent of six years full-time experience in a public or private organization managing a benefits department or program. (Four additional years of work experience may substitute for the degree requirement.) NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
