DESCRIPTION
Under general direction, positions in this classification have functional responsibility for the design, configuration and maintenance of the countywide ALCOLINK (PeopleSoft) systems; performs end user functional support, interprets and analyzes the system impact of business process changes; and other related duties as required.

DISTINGUISHING FEATURES

Incumbents in this classification are located in the Human Resource Services Department and the Purchasing Department of the General Services Agency. Incumbents are responsible for performing the functional support activities necessary for the maintenance and enhancement of the County’s ALCOLINK HRMS and Financials Systems.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Performs ALCOLINK systems configuration/set up. Assesses potential system wide impacts of proposed module configuration changes. Communicates to and coordinates implementation of configuration changes with other modules’ configuration staff. Resolves policy or significant issues with the Functional Team Lead or Manager for the appropriate module. Identifies the impact of any configuration change on County business process, procedure or operating practice. Communicates the effects to end users and other affected County staff.

2. Identifies countywide issues related to the design, implementation, and maintenance of the assigned module; ensures system integrity and dependability; participates as the core Project team member for future PeopleSoft Financials and HRMS upgrade development, assessment and implementation.

3. Runs various ALCOLINK “On Demand” processes. Coordinates with other ALCOLINK modules’ configuration staff the running of processes that may impact those modules. Reviews reports/queries to assess or identify exceptions and other potential issues. Resolves issues.

4. Analyzes and tests new components issued by PeopleSoft (bundles and fixes) or by the County’s Information Technology Department for the impacts on the HRMS or Financials components of ALCOLINK. Participates in all aspects of system testing by creating and executing test plans and test scripts prior to final implementation to ensure appropriate results.

5. Troubleshoots complex issues, identifies problem areas, and makes corrections to the system set-up as needed.

6. Assesses the impact of proposed policy or other changes on systems’ configuration; provides input on the feasibility of implementing changes from a system’s perspective. For implementation purposes, analyzes new or updated legal interpretations, regulations, collective bargaining agreements, local ordinances, past practice and Board of Supervisor mandates to identify any necessary system changes in order to comply; designs strategies for developing and implementing countywide policies and works with the programming staff to implement identified changes.

7. Analyzes business requirements to identify and recommend enhancements to business processes; designs and develops process flows, process operating standards, guidelines, and procedure manuals.

8. Develops and maintains business process flows and procedures related to the County’s use of HRMS or Financials. Develops and maintains related on line job aids, procedures and forms. Updates the ALCOLINK Web Based Learning Assistant (WLA) and the Document Center (Docushare) as needed.

9. Develops new and modifies existing queries as needed to create various reports.

10. Provides ongoing “second level” functional support and technical assistance to Countywide end users. May correct end user transactions as needed.

11. May coordinate and provide process and system training Countywide for assigned modules of ALCOLINK; may be responsible for the development of module training materials including training aids and presentations and conduct training sessions.

12. Assists Information Technology Department security team in resolving security issues. Insures that security changes within ALCOLINK are coordinated with central IT to maintain consistent access in the other related systems.

MINIMUM QUALIFICATIONS
Experience:

The equivalent of three years of full-time professional experience in a position involving the design, implementation/upgrade, maintenance and training activities for a public or private agency comparable in size and complexity to the County of Alameda using a web based version of PeopleSoft, SAP, or Oracle Financials Purchasing, Human Resources and/or Benefits Administration.

Special Requirements:

Incumbents in this classification may be required to work evenings, weekends and/or on call.
