DESCRIPTION

Under administrative and policy direction from East Bay EDA’s Executive Committee, the Executive Director plans, manages, coordinates and administers program activities and special initiatives for the  organization; performs work of unusual difficulty and complexity in overseeing the activities of the international trade and development, corporate outreach, employment, and small business and marketing programs; acts as a public spokesperson for the organization at conferences, seminars, presentations and external trainings; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS.

The Executive Director (East Bay EDA), is a classification reporting to the County Administrative Officer while receiving policy direction from the East Bay Economic Alliance Foundation’s Officers, Executive Committee and Committee Chairs and Co-Chairs.  The incumbent will be responsible for working with the East Bay EDA members and partners in meeting established strategic plan goals and objectives.  Responsibilities will also include supervising professional Economic Development Analysts, clerical staff and contractors performing a wide variety of independent and inter-related functions to improve and secure the economic health of Alameda and Contra Costa Counties.  This position will be a member of the County Administrative Officer’s Leadership Group meeting, as well.


EXAMPLES OF DUTIES

NOTE:  The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  The individual in the classification does not necessarily perform all duties listed.


1.  Directs, coordinates, and administers the East Bay EDA’s signature events (East Bay Innovation Awards, International Consulate Reception, Legislative Reception, Spring and Fall Membership Meetings), small business events, programs and services.

2.  Supervises all staff and consultants and conducts formal performance evaluations for staff.  Develops professional goals for staff and develops individualized professional development programs, including the identification of personal pro bono coaches.

3.  Assigns and supervises staff and consultants in support of East Bay EDA’s eight Leadership Committees: Business Development & Resources, Economic Development Directors’ Council, Employee Advisory for Workforce Development, International Trade & Investment, Land Use and Infrastructure, Legislation and Advocacy, Marketing & Communication and Membership Engagement.

4.  Serves as the principal staff and provides guidance and requested information to East Bay EDA’s Chair, Officers and Executive Committee.  Establishes meeting agendas, provides fiscal and operational reports, creates educational panels, and provides meeting minutes as needed.

5.  Directs the development of East Bay EDA’s Strategic Plan through the Leadership Committee Chairs and Co-Chairs, including desired goals and metrics for success.

6.  Oversees the development of regional marketing collateral and the implementation of regional marketing strategies.  Oversees written, online, media and social media communication messaging and strategies.

7.  Develops the operational budget for East Bay EDA and seeks approval from the Executive Committee.   Provides regular fiscal reports showing sources of revenue and major cost expenditures through East Bay EDA’s Alameda County accounts and the East Bay Economic Alliance Foundation account.  Manages all fiscal activity, reports and invoicing management in compliance with Alameda County procedures and East Bay Economic Alliance Foundation procedures.

8.  Provides the East Bay Economic Alliance Foundation’s Accountants with fiscal reports and information for the preparation of annual tax returns.

9.  Solicits and secures financial and in-kind support for operations, research, events and business services through renewed and new memberships, sponsorships, business service fees and grants.  Provides sponsor reports and grant reports, and manages sponsor fulfillment, as required.

10.  Represents East Bay EDA in state-wide forums (CALED, REAL Coalition, Team California, etc.), regional collaborations (East Bay STEM Network, East Bay Broadband Coalition, etc.) and local committees and boards (Alameda County Workforce Development Board, Oakland Workforce Development Board, etc.), as approved by the Officers.

11.  Assists the County of Alameda on matters related to East Bay EDA’s core work: economic development data, workforce development, business resources and business development.

12.  Plans and executes meetings, collaborations, briefings and events to encourage business attraction, retention and growth.

13.  Make presentations about the East Bay’s economy, assets and economic opportunities to diverse public and private audiences such as the East Bay Mayors’ Conferences, local chambers of commerce, local city economic development committees, and local leadership programs.

14.  Identifies opportunities for member engagement and leadership positioning.


MINIMUM QUALIFICATIONS

Education/Experience:

Possession of a Bachelor’s degree from an accredited college or university in public administration, business administration or a related field and the equivalent of five years of progressively responsible full-time professional level experience in economic or community development, program administration, research or a closely related field.  (A Master’s Degree in a related field may be substituted for one-year of experience.)
