DESCRIPTION
Under close supervision, to receive training in and perform the less difficult phases of a variety of human resources assignments; to assist Human Resources personnel in the performance of their duties; to receive training and assist in the coordination of employer-employee relations activities; and to do related work as required.

DISTINGUISHING FEATURES

Positions in this class are found in Human Resource Services. Incumbents are assigned duties and/or studies of a well-defined and limited nature and their work is subject to detailed and frequent review. However, as they become more experienced, detailed review becomes less frequent and assignments may be of greater scope and responsibility.

Incumbents normally work 1 to 3 years in an intern capacity. Positions are temporary and assignments are to be terminated within a reasonable period of time after graduation from college or after the equivalent of 4 years of service as an intern.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Assists and participates in assignments related to the development and administration of civil service examinations.

2. Assists and participates in assignments related to classification and compensation studies.

3. May assist in the tabulation of statistical data for EEO reports, special surveys and studies and test result analysis.

4. Answers routine questions and prepares routine correspondence relating to County procedures and regulation, Civil Service Law and Rules, salary and benefits information, memoranda of understanding and other inquiries from employees and the general public.

5. May perform clerical duties related to the delivery of human resource services to the County and the general public.

6. Assist in the development of detailed, technical staff work and surveys in support of labor negotiations.

7. Assist in research and analysis of costing, union and County proposals, budget impact information relating to salary of benefit proposals, current or proposed contract language and assist in the preparation of correspondence and memoranda as required.

MINIMUM QUALIFICATIONS
Either I

Current enrollment in an accredited college or university in a Bachelor’s degree program; or current enrollment in a master’s degree program, with a major in human resources, public administration or a closely related field.

Or II

Recent graduate from an accredited college or university with a Bachelor’s degree in human resources, public administration or a closely related field.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the “Examples of Duties” section of this specification.

Knowledge of :

• Basic principles of modern public administration.
• General principles of organization, human resources service delivery and management.
• Basic computer applications such as word processing, spreadsheets and statistical analysis.
• Basic principles of collective bargaining, local government processes, negotiation strategy and dispute resolution.

Ability to:

• Establish and maintain effective interpersonal relationships.
• Reason logically, draw valid conclusions and make appropriate recommendations.
• Effectively communicate orally and in writing.
• Gather, analyze and organize data.
• Use a variety of modern office equipment and systems such as personal computers, FAX machines and voice and e-mail.
• Plan and organize.
• Work independently.
