Under general direction to supervise, plan and direct the activities of a group of subordinates engaged in professional, paraprofessional and/or technical work relating to planning and coordinating program and administrative services, developing and implementing program and administrative goals and ensuring compliance with Department/Agency policies and procedures, payroll and performing related duties as required.
DISTINGUISHING FEATURES This position supervises professional, technical and support staff in both line and staff service areas which provide support functions to a large human resources department within a Department/Agency. Incumbents report to either a Human Resources Manager or Senior Department Personnel Officer. This class is distinguished from other supervisory clerical and administrative classifications by its responsibility for complex and specialized department or agency-wide Human Resources procedures requiring the development, interpretation and application of County Charter, MOU, Payroll, Civil Service Rules and policy requirements relating to the human resources management activities of the department or agency. |
EXAMPLES OF DUTIES

1. Plans, assigns, reviews and supervises the work of assigned staff; trains staff in work procedures and ensures the professional development of staff; develops individual and team performance. 2. Supports, assists and guides employees in the interpretation of policies and procedures related to the following: benefits, payroll, examination/certification, recruitment, compensation, and basic employee relations related questions. 3. Plans, organizes, coordinates and directs the work of assigned administrative and/or service programs; Develops and implements program and/or administrative goals for assigned functions. 4. Provides to the public oral and written information and answers a wide variety of questions regarding explanation of Civil Service Rules, regulations and procedures. 5. Trains and instructs staff regarding related Civil Service rules, MOU, policy and proper procedures in completing and processing forms and disposing of questions and problems arising from dealing with the public as well as County departments. 6. Represents the Agency and maintains liaison with the department/agencies and external constituents. 7. Participates in conferences, training, and staff meetings relating to departmental activities, Civil Service Rule changes and new procedures countywide practices, legislative changes impacting human resources policies and procedures involving certifications and appointments. 8. Reviews for appropriateness and coordinates response to subpoena of records from Human Resource Services or outside legal entities. 9. Oversees administration of an automated applicant tracking and HRMS system providing direction to staff and in-service training or instruction to users. 10. Provides guidance to subordinate staff in research and resolution of position management questions/issues including review of position change transactions in the HRMS system. 11. Responsible for maintaining the file retrieval, filing and maintenance of logs related to the tracking of the human resources files. 12. Collects and analyzes information, draws sound conclusions and prepares effective recommendations; prepares a variety of special and periodic human resources related reports. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of three years of full-time experience as a Human Resources Assistant I or II or in an equivalent or higher level class in the Alameda County classified service performing duties related to Human Resources. (Non-classified includes District Attorney’s Office and Hospital Authority.) Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience. Or II The equivalent of four years of progressively responsible full-time clerical and/or paraprofessional administrative or program support experience working with human resources policies, procedures and practices in a human resources operation of a large organization, which would have enabled the applicant to acquire the abilities and knowledge listed below, which at least one year included responsible supervisory experience. Substitution: A Bachelor’s degree in Business Administration/Management, Public Administration, or Human Resources Management will substitute for two years of the required experience. NOTE: Previous supervisory experience and experience working with automated applicant tracking systems is desirable. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
