Under direct supervision to do selected technical personnel work and to perform other related duties as required.
DISTINGUISHING FEATURES Human Resources Technician is a paraprofessional class at the sub journey level in the human resource series of classes. Incumbents are trained in technical human resource activities, and will perform these functions in support of professional staff. Their assignments typically differ from the journey level analyst or personnel officer by the assignment of selected duties or only part of a function, as opposed to having responsibility for a complete function. Supervision will come from professional personnel staff and will diminish as incumbents gain proficiency. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Gathers and tabulates statistical data for EEO4 reports, special surveys, test analysis, service awards, etc. 2. Conducts initial research in various planning aspects of opening an exam or for other personnel programs or functions by gathering material from other agencies, reviewing questionnaires, scanning surveys for information, and examining history files. 3. May conduct initial investigations for operating departments in areas such as occupational health complaints, alleged discrimination, grievances, and affirmative action compliance. Results would be reported to an analyst or human resource officer for review and, if necessary, used as preliminary information prior to a more in depth investigation. 4. Answers routine questions and prepares routine correspondence relating to County procedures, rules and regulations, job opportunities, salary information, benefits, memorandums of understanding, and examination scheduling for county employees and the general public. 5. May participate in job audits and report collected data to an analyst or human resource officer for final determination regarding classification levels; may assist or conduct job analyses. 6. May assist in constructing written examination or interview questions. 7. Contacts individuals and arranges for their participation on oral boards and in training sessions. 8. Assists in construction of oral interview rating sheets; monitors performance tests and oral qualifications appraisal interview boards for a variety of job classifications. 9. Assists in construction of supplemental questionnaires and job bulletins, and conducts screening of applications; following structured criteria, reviews applications to determine if applicants meet minimum requirements. 10. Assists in gathering salary and benefit data for surveys and compiles data in useable format; may include making computations, graphics, charts, and/or narrative summaries. 11. Oversees processing of a variety of human resource transactions to assure timeliness, accuracy and proper processing, including position control, flexibly staffed promotions and other classification, examination and pay issues. 12. Researches and gathers data for development of and assists with implementation of agency/department policies, procedures, and systems, as they relate to human resource actions or for other special projects. 13. Assists with affirmative action and recruitment activities for specified classifications, by attending job fairs and school career programs, and preparing advertisements. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of one year of full time experience as a Specialist Clerk I or equivalent or higher level class in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) working with County personnel policies, procedures and practices which would have enabled the applicant to acquire the abilities and knowledge listed below. Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience. OR II The equivalent of two years of full time experience working with personnel policies, procedures, and practices in a human resources operation of a large organization which would have enabled the applicant to acquire the abilities and knowledge listed below. (Possession of a bachelor's degree from an accredited college or university with a major in Human Resources may be substituted for one of the required two years of experience.) NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
