This classification specification describes the entry/trainee level of the Human Resources Analyst classification flexibly-staffed series. Incumbents of this classification, under close supervision, develop and conduct classification/compensation studies and salary surveys; make recommendations and implement changes based upon information gathered; recruit qualified applicants, and develop, analyze, validate, administer and rate written and oral examinations; assist and provide technical advice in the administration of the personnel management program of a County agency or department; and does related work as required. DISTINGUISHING FEATURES This classification is part of a two-level flexibly-staffed class series of the Human Resources Analyst classifications. Incumbents in this position will be assigned to either the Recruitment and Selection unit or Classification and Compensation unit and report to a Personnel Services Program Manager in either unit in a training capacity. The class of Human Resources Analyst Trainee is distinguished from the next higher one of Human Resources Analyst in that the former class is the entry level in the series and is in training, learning the full scope of the assigned duties and responsibilities, while the latter class is the journey level, independently performing professional level work and having full responsibility for an assignment. Human Resources Analyst Trainees are expected to gain experience and demonstrate proficiency which qualifies them to promote to the higher-level class after the equivalent of one (1) year of full-time service. Appointment at the Human Resources Analyst Trainee level will not be extended beyond one year. |

MINIMUM QUALIFICATIONS
|
EITHER I
Experience:
The equivalent of two (2) years full-time experience as a Human Resources Technician in Alameda County classified service.
Substitution:
Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.
OR II
Education:
Possession of a Bachelor’s degree from an accredited college or university.
AND
Experience:
The equivalent of one (1) year full-time experience in a human resources unit that involved hiring, on-boarding, training, or compensation analysis.
Experience as a recruiter working with applicant tracking systems and virtual interviewing platforms is highly desirable.
Substitution:
The equivalent of four (4) additional years of full-time experience may be substituted for the degree on a year-for-year basis.
Special Requirement:
May be required to drive in support of test administration or classification studies to various locations throughout Alameda County.
