Under general direction to hear disciplinary or assessment appeals, to make recommendations on the disposition of disciplinary appeals or assessment appeals and to do related work as required.
DISTINGUISHING FEATURES When Assigned to the Civil Service Commission: Hearing Officers provide relief for the Civil Service Commission on an as-needed basis for the hearing of disciplinary appeals. The Hearing Officer is used as extensively as possible to relieve the Civil Service Commission of complex and lengthy disciplinary appeals. However, use of this class for the CSC is limited to appeals in which both the appellant and the appointing authority have consented to waive the right of a hearing before the entire Civil Service Commission. When Assigned to the Board of Supervisors: Hearing Officers conduct hearings on any assessment protest in which the issue is whether or not property has been subject to a change in ownership as defined in Revenue and Taxation Code Sections 60 et seq., or has been newly constructed, as defined in Revenue and Taxation Code Sections 70 et seq. The hearing officer has no jurisdiction to equalize the valuation of any taxable property in the County which jurisdiction over such matters shall remain exclusively within the Alameda County Assessment Appeals Board. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. When Assigned to the Civil Service Commission - Acts as a Hearing Officer for disciplinary appeals; sets hearings at the convenience of all concerned parties; hears disciplinary appeals and records proceedings; presents written findings and recommends disposition of appeals. 2. When Assigned to act as Hearing Officer for the Board of Supervisors - Sets hearings through the Clerk of the Board of Supervisors at the convenience of all concerned parties; hears whether property should be re-appraised; renders a decision after hearing the evidence and presents written findings on the protest to the Clerk of the Board of Supervisors. When Assigned to the Civil Service Commission to hear Disciplinary Appeals: Current membership in the California State Bar. (Experience in Personnel/Labor Law is desirable.) |
MINIMUM QUALIFICATIONS

Experience: Experience in serving on Arbitration Panels for the American Arbitration Association, the Federal Mediation and Conciliation Service or the California State Mediation and Conciliation Service. When Assigned to Act as Hearing Officer for the Board of Supervisors: Five years of professional experience in the State of California as a licensed attorney and knowledge in the field of property taxation. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
