DESCRIPTION
Under direction, incumbents of the class of Program Systems Coordinator act as liaison between end-users in their department and the Social Services Information Division and other information systems providers participating in the evaluation, planning, organization, design, modification and implementation of existing and new information systems by ensuring that program regulations are implemented and procedures are developed and meet functional requirements for end-users; and perform other duties as required.

DISTINGUISHING FEATURES

This class is unique to the Information Systems Division of the Social Services Agency. The class of Program Systems Coordinator is distinguished from the next higher class of Senior Program Systems Coordinator in that the latter class supervises a unit of Program Systems Coordinators, and confers with the departmental information system analysts to determine the assignments of staff to Social Services Program areas. The former class is the journey level in this professional series acting as the departmental subject matter expert representative participating in the modification of existing systems and implementation of new systems by communicating Social Services Program knowledge to information systems professionals.

This class series is further distinguished from the Information Systems Coordinator in that the latter must possess a broader and more technical knowledge of systems analysis and the hardware and software required for any automated information system; whereas the former class series ensures that the automated information system selected for implementation is fully functional for the end-users by utilizing their specialized knowledge of particular Social Services Programs.

Also, the class series of Program Systems Coordinators is distinguished from the class series of Program Specialist in that the latter classifications provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs where such services are provided by community-based organizations (CBO's), contract service providers and/or County staff. The class series of Program Systems Coordinators assist in the planning and implementation and maintenance of information systems which enable the end-users to provide services to their clients.

EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Participates in the modification of existing systems and implementation of new systems by employing Social Service Program knowledge in the performance of the following tasks; develops, writes and implements new or revised Agency procedures utilizing new or existing system changes for various programs; evaluates system modifications in response to regulation changes or enhancements

2. Troubleshoots and maintains day to day computer systems operation for CWS/CMS, CalWIN, MEDS and other various programs, responding to inquiries by Social Services staff on problems, questions, and security problems. Analyzes reported problems and acts upon the problem when appropriate.

3. Communicate user needs and user problems on computer systems supporting programs to Information Systems Division staff, other information systems professionals or State consortium groups.

4. Participates on Agency and/or State Consortium committees in the development of new or enhanced systems supporting service delivery programs.

5. Interacts with State Consortium, vendors, outside agencies, auditors, and other staff regarding requests for special reports or other data on recipients of particular programs, and request ADHOC reports when appropriate.

6. Develops requests for routine changes and reports from Information Systems division, County ITD, State Consortium or vendor.

7. Provides training to Agency staff and others when appropriate on computer systems supported by the Agency and State Consortium.

8. Participates in cost benefit analyses for system modifications, independent of State Consortium where appropriate.


MINIMUM QUALIFICATIONS

Education:

The equivalent to graduation from an accredited four-year college or university (180 quarter units or 120 semester units) with a major in social science, business or public administration, computer science or a related field.

(Experience as outlined below may be substituted for the education requirement on a year-for-year basis.)

AND EITHER I

Experience:

The equivalent of one year full-time experience in the classification of Supervising Eligibility Technician in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts).

OR II

Experience:

The equivalent of three years of full-time experience in the direct delivery of services to clients or the oversight of such services in the program area assigned in a Social Services organization, one year of which must have included participation in planning, implementation or overseeing the utilization of automated information systems necessary for such programs.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
