Under direction, incumbents of the class of Senior Program Systems Coordinator supervise a unit of Program Systems Coordinators responsible for acting as liaison between end-users in their department and the Data Processing Department and other information systems providers participating in the evaluation, planning, organization, design, modification and implementation of existing and new information systems to ensure that program regulations are implemented and procedures are developed and meet functional requirements for end-users; and performing other duties as required.
DISTINGUISHING FEATURES This class is unique to the Information Systems Division of the Social Services Agency. The class of Senior Program Systems Coordinator is distinguished from the next lower class of Program Systems Coordinator in that the former is a first-line supervisor class over a unit of Program Systems Coordinators. The incumbent confers with the departmental Information System Analysts to determine the assignments for staff in the Social Services Program areas. The latter class is the journey level in this professional series acting as departmental representative participating in the modification of existing systems and implementation of new systems. This class series is further distinguished from the departmental information systems staff in that the latter classifications must possess a broader and more technical knowledge of systems analysis and the hardware and software required for any automated information system, whereas the former class series ensures that the automated information system is fully functional for the end-users utilizing their specialized knowledge of particular Social Services Programs. Also, the class series of Program Systems Coordinators is distinguished from the class series of Program Specialist in that the latter classifications provide program planning, technical assistance, review and evaluation functions to direct client service delivery programs where such services are provided by community-based organizations (CBO's), contract service providers and/or County staff. The class series of Program Systems Coordinators plan and implement information systems which enable the end-users to provide services to clients. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Directly supervises Program Systems Coordinators in the formulation, development, implementation and maintenance of automated solutions for direct service delivery programs. 2. Responsible for the coordination within Information Systems Division with program departments to determine need as related to automated solutions and systems. 3. Lead responsibility for coordination with the County Data Processing Department for system maintenance and enhancements. 4. Assigns and reviews work of subordinate personnel, evaluates work performance and other supervisory tasks to assure achievement of objectives of automated systems for direct client service delivery programs. 5. Acts as resource, as needed, on automated systems for direct client service delivery systems for Information Systems Analysts in Information Systems Division. 6. Provides training to Program Systems Coordinators on various computer systems supporting service delivery programs. |
MINIMUM QUALIFICATIONS

Either I
The equivalent of two years of full-time experience as a Program Systems Coordinator or equivalent class in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) OR II The equivalent of eight years of full-time experience in a Social Service organization with responsibility in program planning and/or evaluation or program administrative activities, two years of which must have included supervisory or lead responsibility for defining, planning and implementing automated information systems for such programs. Possession of a Bachelor's Degree from an accredited college or university in an appropriate major or field of study; or a Master's Degree in an appropriate field of study may be substituted for four or five years of the required experience, respectively, but may not be substituted for the required two years of lead/supervisory experience. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
