DESCRIPTION
This series specification describes two classifications which have responsibility for planning, organizing and administering federal or state mandated programs or grant programs that provide health services to County residents.

DISTINGUISHING FEATURES

These positions are located within the Health Care Services Agency. Program Administrators function as program directors and have responsibility for the delivery of program services to individuals and groups in Alameda County. These positions usually report directly to a department head. Most positions require a health specialty designation.

This series differs from the Program Specialist in that the responsibilities of Program Specialists emphasize program planning and evaluation. This class series is distinguished from the administrative officer series in that the latter provides administrative support to a department/agency. Program Administrators administer all aspects of an entire health care program. The Program Administrator differs from both classes by having full time responsibility for operating the program. Program Administrators I are distinguished from Program Administrators II in terms of the size of budget and staff, diversity and scope of the program being managed.

Positions at this level administer within established guidelines a small to moderate-sized program within an agency/department. These programs typically have operating budgets of less than $.5 million. Positions have subordinate professional or technical staff to operate the program.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans and supervises program activities; evaluates results of services rendered; acts as liaison with community groups, program clients, federal, state and county agencies; coordinates program activities with other service agencies.

2. Develops and administers program budget; prepares grant application; monitors budget expenditures; coordinates fiscal, personnel and contract activities with Agency administration.

3. Assigns and reviews work of subordinate personnel; evaluates employees' performance; initiates disciplinary action and resolves grievances when appropriate.

4. Ensures program compliance in accordance with state and federal guidelines and regulations; prepares for program audits by granting agencies; develops or assists in the development of the program's County plan.

5. Provides program specialty consultation to community groups and health care staffs; keeps informed of current trends in the appropriate specialty; attends meetings of professional associations and assists in the evaluation of new techniques and procedures; addresses community groups.

MINIMUM QUALIFICATIONS
Either I

The equivalent of one year as a Program Specialist I or as an Administrative Services Assistant in the Alameda County classified service.

Or II

The equivalent of seven years of full-time, progressively responsible experience in a public or private health care organization, which included responsibility for program management or program planning and/or evaluation activities.

Possession of a Bachelor’s degree from an accredited college or university with major work in an appropriate field which may be substituted for four years of experience. Possession of a Master’s degree from an accredited college or university with major work in an appropriate field which may be substituted for five years of the required experience.

License:

Possession of a valid California Motor Vehicle Operator's license.
