DESCRIPTION
|
This series specification describes two classifications which have responsibility for planning, organizing and administering federal or state mandated programs or grant programs that provide health services to County residents.
DISTINGUISHING FEATURES These positions are located within the Health Care Services Agency. Program Administrators function as program directors and have responsibility for the delivery of program services to individuals and groups in Alameda County. These positions usually report directly to a department head. Most positions require a health specialty designation. This series differs from the Program Specialist in that the responsibilities of Program Specialists emphasize program planning and evaluation. This class series is distinguished from the administrative officer series in that the latter provides administrative support to a department/agency. Program Administrators administer all aspects of an entire health care program. The Program Administrator differs from both classes by having full time responsibility for operating the program. Program Administrators I are distinguished from Program Administrators II in terms of the size of budget and staff, diversity and scope of the program being managed. Program Administrators II administer the largest agency programs with subordinate professional and/or technical staff and subordinate supervisors. These programs are characterized by large budgets and a detailed county plan. Incumbents are required to negotiate directly with state or federal grantors. |
