DESCRIPTION
Under direction, to provide program planning, development, review and evaluation functions and to supervise a multi-disciplinary staff in the direct delivery of health care services to clients; to act as liaison with funding sources and County service providers; to ensure that program regulations and procedures are followed; and to do related work as required.

DISTINGUISHING FEATURES

This professional-level class is the County liaison for funding agencies and provides program services and oversight in a wide variety of client service areas. All positions are typically characterized by the following elements:

• The need for technical knowledge in the health service delivery area to which assigned;
• The supervision of a multi-disciplinary staff which provides direct health care services; and
• The focus of responsibilities being related to program operation and direct health care service delivery, rather than to the provision of administrative or financial support to County departments.

This class is distinguished from the lower class of Program Specialist in that the latter class emphasizes direct program review and evaluation whereas the Health Care Program Administrator I class supervises a multi-disciplinary staff in the direct delivery of health care services to clients in addition to direct program review and evaluation. It is further distinguished from the higher class of Health Care Program Administrator II in that the latter class directs and manages a large sized complex health care service delivery program(s), which includes 15 or more multidisciplinary staff (at least 8 employees must be at a paraprofessional and/or professional level) and with multiple funding sources.

EXAMPLES OF DUTIES
NOTE: The following are the duties performed by the employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

1. Plans, supervises or directs, reviews and evaluates the work of multi-disciplinary professional, technical and support staff providing direct services to clients in a variety of health care areas.

2. Recommends selection of staff; recommends and implements discipline as required.

3. Develops and modifies techniques and formats to evaluate pilot or current program effectiveness and to determine the need for program modifications and/or new program development.

4. Conducts needs assessment studies of the target population; identifies program goals and objectives and develops specific action plans and timelines.

5. Researches program alternatives, funding sources, service delivery alternatives and other elements for possible program inclusion; evaluates alternatives, prepares reports and makes recommendations.

6. Acts as the County liaison and provides coordination among funding agencies, clients served, County departments, and community or business organizations; answers questions and provides training and technical assistance as required.

7. Monitors assigned program(s); ensures compliance with funding, contract provisions and regulations; recommends and facilitates implementation of procedural and operational changes to maximize service delivery and revenue reimbursement.

8. Monitors legislative activities and changes in laws and regulations; assesses their effect upon program activities; develops and implements policies and procedures to ensure compliance with such changes.

9. Compiles and maintains accurate records and files regarding program activities; prepares periodic and special statistical or narrative reports as required; may access multiple databases to prepare such reports.

10. Participates in the budget development process; monitors and authorizes expenditures; oversees the claim reimbursement process.

11. Participates in departmental, County-wide and/or State planning processes; serves on a variety of committees and task forces.

12. Analyzes changes in regulations; evaluates the impact upon program operations and drafts policy and procedural changes as required.

13. Prepares a variety of correspondence, periodic and special reports, informational publications, program documentation, policies, procedures and other written materials.

14. Operates a variety of standard office equipment including a word processor and/or computer; may drive a County or personal vehicle to make site visits and attend meetings.

MINIMUM QUALIFICATIONS
Education:

Possession of a bachelor’s degree from an accredited college or university in business administration, public health administration, health care administration, social welfare or related field.

(Additional experience as outlined below may be substituted for the education on a year-for-year basis.)

AND

EITHER I

Experience:

The equivalent of two years full-time experience as a Program Specialist or in an equivalent or higher level classification in the Alameda County classified service performing program planning and evaluation. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

OR II

Experience:

The equivalent to three years of full-time professional experience in either the direct delivery of health care services to clients or the oversight of such services in the program area to which assigned, one year of which must have included program planning and evaluation.

(A master’s degree in business administration, health care administration, public health social welfare or related field may be substituted for 1 year of experience in pattern I or II.)

Licenses:

Specified positions may require possession of a valid California driver's license.

Specified positions may require licensure or certification in the programmatic area to which assigned.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

• Establish and maintain effective working relationships with those contacted in the course of the work.
