DESCRIPTION
|
Under administrative direction, to direct and manage a large and complex direct client service delivery health care programs through subordinate professional-level and supervisory staff; to serve in a consultative role to department and County management and direct and participate in strategic planning, funding source development and advocacy activities; and to do related work as required.
DISTINGUISHING FEATURES This class is distinguished from the lower class of Health Care Program Administrator I in that the latter class manages a small to medium sized program(s) whereas the Health Care Program Administrator II manages a large complex health care program(s) with 15 or more multidisciplinary staff (at least 8 employees must be at a paraprofessional and/or professional level) and multiple funding sources. It is further distinguished from the next higher class of Community Health Services Administrator in that the latter has overall administrative responsibility of the entire specific division program area. Service delivery for these programs may be provided by a combination of County staff, consultants and community-based organizations; however, the role of the manager remains the same regardless of the service delivery mechanism. An individual’s responsibilities may vary within the Health Care Program Administrator II classification; however, the level of management responsibility is the same for all positions in this classification. |
EXAMPLES OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.
1. Oversees and directs, through subordinate supervisory and professional staff, the direct delivery of a variety of health care services to health care services to diverse client population. 2. Oversees and administers such administrative and financial functions as the development and administration of multiple budgets, negotiation and management of contracts for service, grants management, as well as personnel, purchasing, building management and related activities. 3. Plans, supervises or directs, reviews and evaluates the work of supervisory, professional, technical and support staff; selects staff and provides for their training and professional development; implements discipline as required. 4. Oversees and participates in departmental, agency and County wide and State planning and coordination processes; ensures the most effective use of staff, financial and other resources to provide for the most effective delivery of services. 5. Directs the review and evaluation of program alternatives, funding sources, service delivery alternatives and other elements for possible program inclusion; directs needs assessment and pilot projects and submits documentation and recommendations. 6. Oversees the identification and preparation of requests for grants and other funds; acts as an advocate for assigned programmatic areas with local and State legislatures; acts as the division and County liaison and provides coordination among funding and service delivery agencies, governmental bodies and community or business organizations. 7. Directs the development and monitoring of assigned program budgets and work plans; ensures compliance with funding contract provisions and regulations; directs claims reimbursement and report submission activities; ensures the maintenance of accurate records and files. 8. Monitors legislative activities and changes in laws and regulations; assesses their effect upon program activities; develops and implements policies and procedures to ensure compliance with such changes. 9. Serves on a variety of committees and task forces; attends meetings and makes presentations as required. 10. Interprets and applies a variety of complex policies, rules and regulations; provides information to other departments and outside organizations. 11. Prepares a variety of correspondence, narrative and statistical reports, information for the Board of Supervisors, program documentation, policies, procedures and other written materials. 12. Operates a variety of modern office equipment including a computer; may be required to drive a county or personal vehicle to make site visits and attend meetings. 13. Develops and modifies techniques and formula to evaluate pilot or current program effectiveness and to determine the need for program modifications and/or new program. |
MINIMUM QUALIFICATIONS

Education:
Possession of a bachelor’s degree from an accredited college or university in business administration, health care administration, public health, social welfare or related field. (Additional experience as outlined below may be substituted for the education on a year for year basis.) AND Experience: Either I The equivalent of one year full-time experience as a Health Care Program Administrator I or an equivalent or higher-level classification in the Alameda County classified service performing health care program administration, management, planning and evaluation. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.) Or II The equivalent of four years full-time professional experience in program administration, management, planning and evaluation in the oversight of direct delivery of health care services to clients equivalent to the Alameda County’s class of Health Care Program Administrator I. (A master’s degree in business administration, health care administration, public health, social welfare or related field may be substituted for one year of experience.) Licenses: Specified positions may require possession of a valid California driver's license. Specified positions may also require licensure or certification in the programmatic area to which assigned. NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination. |
